WRITTEN QUESTION TO THE CHIEF MINISTER BY DEPUTY K.M. WILSON OF ST. CLEMENT QUESTION SUBMITTED ON MONDAY 22nd APRIL 2024 ANSWER TO BE TABLED ON MONDAY 29th APRIL 2024

Question

“In relation to Jersey’s new healthcare facilities, will the Chief Minister advise –

  1. his assessment of the preferred model;
  2. any proposed changes to the planned multi-site option;
  3. the basis for any proposed changes; and
  4. the estimated total cost of the New Healthcare Facilities Programme (NHFP)?”

Answer

  1. The previous Government decided not to proceed with the single-site hospital at Overdale and changed the project to a multi-site option with a smaller acute hospital at Overdale and outpatient facilities at other locations. Given the urgent need to deliver this facility and avoid further delay or unnecessary expense, it is my assessment that the Council of Ministers must proceed with the current proposal.

  1. There have been no changes of note to the planned multi-site option since RIBA2 Concept Designs were shared with States Members in March 2024.
  2. Please see (b) above.
  3. The estimated total cost of Phase 1 of the New Healthcare Facilities Programme is £710 million, as outlined in the Government Plan 2024-27. This will deliver the Acute Hospital at Overdale (inpatient and emergency services) and enable progress on design and delivery of the Kensington Place and St Saviour’s Health Village sites.

Detailed briefing and design work for future phases of the healthcare facilities has not yet been completed so it is not possible to provide total costings at this stage.

The programme has been divided into phases, with the intention that this will be more affordable than a single high-value contract. This approach reduces exposure to economic uncertainty and the risks of utilising a single delivery partner.
