Introduction

The Minister for Economic Development, Tourism, Sport and Culture, in accordance with the provisions of Regulation 4(4) of the  Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, is pleased to submit to the States a report of the Public Lotteries promoted from 1st January 2020 up to 31st December 2020, including the Christmas  Draw  of  Thursday  17th December 2020,  together  with  a  statement  of comprehensive net expenditure and statement of financial position.

Overview of the Channel Islands Lottery

Policy for the Lottery in 2020 was decided in Jersey by the Assistant Minister for Economic Development, Tourism, Sport and Culture, Deputy M. Tadier of St. Brelade and, from 8th December 2020 by the Assistant Minister for Economic Development, Tourism, Sport and Culture, Deputy K. Morel of St. Lawrence , and the States' Trading Supervisory Board in Guernsey.

Public Lotteries Board

The Public Lotteries Board is constituted in accordance with Regulation 3 of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, for the purpose of conducting any Draws held in Jersey.

The policy of the Minister for Economic Development, Tourism, Sport and Culture The Minister will bring a Proposition to the States regarding the allocation of the Jersey portion of the profits from the Channel Islands Lottery for 2020 (£1,149,824).

The profit, according to the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, would be applied in such a manner and for such purposes of public benefit as the States shall from time to time by Act direct.

The win ratio and percentage pay-out of each game was published on each scratch-card ticket reverse, save for the Christmas Lottery Draw, which is determined by the number of tickets sold.

The Christmas Lottery Draw

The planning and promotion of the Christmas Lottery remains the highest profile of the year, drawing significant public interest and support.

1,500,000 tickets at £2 each were printed for this Draw.

The Assistant Minister reports that  634,550 tickets were sold from a Jersey issue of 750,000.

The Channel Islands Christmas Draw achieved a top prize of £696,740, a decrease of £303,260 on the £1,000,000 achieved in 2019.

Marketing and promotion

Merchandising, marketing and distribution for the Channel Islands Lottery in Jersey was undertaken by Wilkinsons C.I. Ltd.

As previously, the winning numbers for the Christmas Draw were made available through  the  States  of  Jersey  website,  www.gov.je, local  media  and  social  media channels.

The Association of Jersey Charities

Founded  in  1971,  the  Association  of  Jersey  Charities  has  over  250  member organisations. The distribution of the 2019  proceeds  to the Association of Jersey Charities in 2020 was governed by a Service Level Agreement. The funding was received late in 2020 and will be distributed in 2021.

The grants approved by the Association of Jersey Charities are listed in the following table and continue to illustrate the very real benefits accrued by lottery profits for Jersey good causes. As the table demonstrates, a wide range of organisations have benefited from the grants, spanning a wide range of issues, from: supporting children and young people, supporting islanders' mental and physical health, protecting the environment and providing services for vulnerable islanders.

The grants help deliver support for local charities, including: salary costs, training costs, equipment and bespoke projects to enhance islanders' lives. The grants reflect the strength of the charitable sector in Jersey and the key role charities play in delivering a range of services.

The grants demonstrate the value of the lottery and the impact playing the lottery has on the community, especially vulnerable groups. Moving forward, more will be done to demonstrate the benefits that the lottery brings and the many different ways it supports charities and islanders on a daily basis.

Association  of  Jersey  Charities  and  the  Jersey  Community  Foundation Distribution of 2019 Proceeds

On 3rd December 2020 the States Assembly approved P.141/2020, which set out the distribution of the 2019 lottery profits in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975. A total of £1,388,268 was allocated to the Jersey Community Foundation and the Association of Jersey Charities, divided equally between them, for onward distribution in support of the island's community. It was agreed that the proceeds allocated to the Association of Jersey  Charities  should  be  distributed  solely  to  registered  charities,  and  that  the allocation to the Jersey Community Foundation should be distributed on the following basis – 40% of the allocation to arts, culture and heritage; 40% of the allocation to sports and active lifestyle; and 20% of the allocation to applied science or applied research in the fields of engineering, biology, ecology, physics, chemistry or mathematics, provided that the funds are either to be used locally or for the direct benefit of Jersey, including any education from which local residents may benefit.

The distribution will be governed by Service Level Agreements which are currently in the process of being finalised. The Service Level Agreements will be published.

Channel Islands Lottery (Jersey) Fund

The final accounts for the C.I. Lottery (Jersey) Fund (unaudited) up to December 2020 are noted overleaf.

The amount available for distribution is £1,149,824.

It will be proposed that the 2020 lottery profits are distributed in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975 in the same way as the 2019 proceeds.
