REPORT

Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.

Background

The Target Operating Model for Children saw the transfer of responsibilities for Child and Adolescent Mental Health Services into the department for Children Young People Education and Skills (CYPES) with effect from 1st January 2019. Medical and some other therapeutic resources remain the responsibility of Health and Community Services (HCS) and joint working arrangements continue to develop in partnership, with the aim being to achieve a fully integrated children's system with clear and effective pathway that work for children and their families.

This report requests the transfer of growth allocations approved in Government Plan 2020 from 1st January 2021 to reflect mutually agreed changes in the responsibilities between  HCS  and  CYPES  for  CAMHS,  and  will  allow  CYPES  to  progress  the development of wellbeing and mental health services for children and young people during 2021.

The HCS revenue head of expenditure to decrease by £600,000 in 2021, reducing to £500,000 from 2022 onwards and the CYPES revenue head of expenditure to increase by an identical amount.

This decision does not change the total amount of expenditure approved by the States in the Government Plan 2021-2024 and the transfer will be reflected in the next Government Plan 2022-2025 cash limits.
