REPORT

In accordance with provision 6(1)(a) of Schedule 6 to the Commissioner for Children and Young People (Jersey) Law 2019, the Chief Minister and President of the Scrutiny Liaison Committee have received notice, in writing, of the Commissioner's resignation from office.

The Commissioner's notice was duly provided to the Chief Minister following her appointment and Deputy Mézec was advised immediately following his appointment as President of the Scrutiny Liaison Committee.

This report is presented to meet the requirements of provision 6(2) of Schedule 6 to the 2019 Law which requires, in such circumstances, that the Chief Minister and President of  the  Scrutiny  Liaison  Committee  together  report  the  Commissioner's  notice  of resignation to the States as soon as is practicable.

The resignation is entirely for personal reasons and is received with regret, although with full understanding. The Chief Minister and President of the Scrutiny Liaison Committee sincerely thank the Commissioner for her commitment and dedicated work over the past four and a half years. The Commissioner has worked diligently to establish the office, which has led on initiatives that include the UNICEF Rights Respecting Schools programme, which now encompasses 40 Island schools at various stages of completion, delivered a Legislative Gap Analysis, which now forms the basis for the Island's ongoing benchmarking of its compliance with the UNCRC, and has been a pioneer for youth participation as evidenced in the publications of Life on the Rock and the Jersey Youth Manifesto. The Office is now well placed to continue and develop that work well into the future.

The Chief Minister and President of the Scrutiny Liaison Committee wish the outgoing Commissioner every success and happiness for the future.

Recruitment  

Recruitment  for  a  new  Commissioner  will  commence  in  the  autumn  with  an appointment expected before the end of the year.

Acting Commissioner

In the interim, and in accordance with provision 7(1) and 7(5) of Schedule 6 to the 2019 Law, the Chief Minister and President of the Scrutiny Liaison Committee have agreed to appoint Andrea Le Saint to discharge the Commissioner's functions until a new Commissioner is appointed.

Andrea joined the Commissioner's team in 2019 and currently has responsibility for leading the office's Advice, Support and Investigation function. A qualified social worker,  Andrea  has  extensive  experience  in  areas  including  child  safeguarding, advocacy, participation, mental health and sexual abuse.

Accordingly, Andrea Le Saint is confirmed as the acting Commissioner.
