REPORT

On 16th February 2024, the Minister for External Relations made a Ministerial Decision delegating certain of his functions under Articles 28, 30 and 30A of the States of Jersey Law 2005 (see Decision reference MD-ER-2024-85, available at www.gov.je).

The terms of the delegations, and the legislation under which those delegations were made, were recorded in a Report attached to the Ministerial Decision, as shown below –

 

Delegate:

Deputy C. F. Labey of Grouville and St. Martin

Functions delegated:

The Assistant Minister will have delegated responsibilities for:

- Enhancing engagement with the Jersey diaspora community

- Engagement with the Honorary Consuls in Jersey

- Engagement with European communities in Jersey, and in their home nations

- Relations with New Jersey

- Cultural and educational diplomacy

- Collaboration with externally focused not-for-profit organisations which are based in Jersey

- Facilitating twinning or co-operation agreements, or the development of existing agreements, with partner and neighbouring towns and/or cities.

Scope of delegation:

Full delegation in respect of the above areas. This includes authority to sign ministerial decisions in respect of these areas and in respect of provisions included in any relevant legislation.

 

Delegate:

Deputy M.E. Millar of St. John , St. Lawrence and Trinity

Functions delegated:

The Assistant Minister will have delegated responsibilities for:

-  Sanctions and Asset Freezing

Scope of delegation:

Full delegation in respect of the above areas when the Minister is absent. This includes authority to sign ministerial decisions in respect of these areas and in respect of provisions included in any relevant legislation.
