Appointment of a new Council of Ministers

The States Assembly met today, 30 January, to elect Ministers to the new Government under the leadership of Deputy Lyndon Farnham. 

After roll call and prayers, the Chief Minister designate, Deputy Farnham proposed his preferred candidates for each Ministerial role. 

Each candidate spoke for up to ten minutes, followed by a maximum of twenty minutes of questions from States Members. In cases where the positions were contested, while each candidate was being questioned, the other candidates withdrew from the Chamber and waited in an area where they could not hear the proceedings. 

Uncontested candidates were still required to speak and answer questions put forward by the Assembly, however there were no votes for their roles; they were automatically appointed. 

Minister for Health and Social Services 

The Chief Minister designate’s preferred candidate for Minister for Health and Social Services was Deputy Tom Binet. No other candidates were proposed. Therefore, there was no vote for this role and Deputy Binet was automatically appointed.

Minister for Justice and Home Affairs 

The Chief Minister designate’s preferred candidate for Minister for Justice and Home Affairs was Deputy Mary Le Hegarat. No other candidates were proposed. Therefore, there was no vote for this role and Deputy Le Hegarat was automatically appointed.

Minister for Children and Education 
The Chief Minister designate’s preferred candidate for Minister for Children and Education was Connétable Richard Vibert. No other candidates were proposed. Therefore, there was no vote for this role and Connétable Vibert was automatically appointed.

Minister for Housing and Communities 

The Chief Minister designate’s preferred candidate for Minister for Housing and Communities was Deputy Sam Mézec. Deputy Philip Bailhache also proposed Deputy David Warr.

Deputy Mézec received 31 votes and was appointed as Minister. Deputy Warr received 10 votes, and there were 6 abstentions.

Minister for Social Security 

The Chief Minister designate’s preferred candidate for Minister for Social Security was Deputy Lyndsay Feltham. No other candidates were proposed. Therefore, there was no vote for this role and Deputy Feltham was automatically appointed.

Minister for International Development 

The Chief Minister designate’s preferred candidate for Minister for International Development was Deputy Carolyn Labey. No other candidates were proposed. Therefore, there was no vote for this role and Deputy Labey was automatically re-appointed and remained as the Minister for International Development.

Minister for Infrastructure 

The Chief Minister designate’s preferred candidate for Minister for Infrastructure was Connétable Andy Jehan. No other candidates were proposed. Therefore, there was no vote for this role and Connétable Andy Jehan was automatically appointed.

Minister for the Environment 

The Chief Minister designate’s preferred candidate for Minister for the Environment was Deputy Steve Luce. No other candidates were proposed. Therefore, there was no vote for this role and Deputy Steve Luce was automatically appointed.

Minister for Sustainable Economic Development 

The Chief Minister designate’s preferred candidate for Minister for Sustainable Economic Development was Deputy Kirsten Morel. No other candidates were proposed. Therefore, there was no vote for this role and Deputy Kirsten Morel was automatically re-appointed and remained as the Minister for Sustainable Economic Development.

Minister for Treasury and Resources 

The Chief Minister designate’s preferred candidate for Minister for Treasury and Resources was Deputy Elaine Millar. No other candidates were proposed. Therefore, there was no vote for this role and Deputy Elaine Millar was automatically appointed.

Minister for External Relations 

The Chief Minister designate’s preferred candidate for Minister for External Relations was Deputy Ian Gorst. Deputy Karen Wilson also proposed Deputy Philip Ozouf.

Deputy Gorst received 42 votes and was appointed as Minister. Deputy Ozouf received 1 vote, and there were 4 abstentions.
