Next week's States Meeting: Tuesday 20 June

States Assembly

20 June 2025

On Tuesday 24 June, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel. 

Oral Questions 

States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions will have been issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 8 of the Order Paper
 

The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:

P.27 Draft Elections (Electoral Registers) (Jersey) Amendment Law 202-.  

The Privileges and Procedures Committee is proposing amendments to the Elections (Jersey) Law, which will allow for Automatic Voter Registration to be introduced with the aim of removing some of the barriers to voting.

P.28 Draft Elections (Jersey) Amendment Law 202-   

The Privileges and Procedures Committee is proposing to make further amendments to the Elections (Jersey) Law and other elections legislation. These are in response to the Report of the Jersey Electoral Authority, and the Commonwealth Parliamentary Association’s Election Observers Mission. They include allowing all prisoners, including those sentenced to more than four years, being allowed to vote; and extending the powers of the Jersey Electoral Authority in relation to the resolution of disputes to cover complaints made by the public as well as by candidates.

P.37 Draft Single-Use Plastics etc. (Restrictions) Law (Jersey) Amendment Regulations 202-.   

The Minister for Infrastructure, Connétable Andy Jehan, is proposing an Amendment to the Single-Use Plastics (Restrictions) (Jersey) Law 2021 to make an exception for the 70p per recyclable plastic or paper bag charge for those supplied wholesale by a trader, and for those supplied second-hand under a trader’s bag reuse scheme.

P.39/2025 Draft Proceeds of Crime (Jersey) Amendment Regulations 202-.  

The Minister for External Relations, Deputy Ian Gorst, is proposing an Amendment to the Proceeds of Crime (Jersey) Law 1999 that will allow the Financial Intelligence Unit to disclose information about suspected criminal conduct to the Minister for the purposes of the exercise of the Minister’s functions under the Sanctions and Asset-Freezing (Jersey) Law 2019.

P.46/2025 - Non-Elected Members on Scrutiny Panels and change in Troy Rule  

Deputy Moz Scott is proposing that non-States Members should be permitted to be appointed to Scrutiny Panels as Lay-Members provided that the number of non-States Members on a Panel would not exceed 50% of the total membership. 
 
The Deputy is also proposing that the number of Ministers and Assistant Ministers allowed under the States of Jersey Law 2005 be increased from 21 to 25 and that the Privileges and Procedures Committee bring forward these changes in time for the 2026 Jersey Election.
