Government plan debate

The States Assembly will meet to debate the Government Plan for 2021-24 on Monday 14 December at 9.30am. The meeting will be broadcast live using Microsoft Teams via the following links:

The Chief Minister, Senator John Le Fondré, will begin by making a statement about the Proposed Government Plan. The following amendments will then be debated (in this order)*, followed by two propositions which are not part of the Government Plan debate:

Increase Children, Young People, Education and Skills (CYPES) funding to £159,000 in 2021 to go towards Jersey Premium: a schools and colleges programme targeted at disadvantaged children and young people | |
Increase funding for CYPES to £300,000, to go towards the annual running costs of Beresford Street Kitchen | |
Increase funding for the repair and maintenance of Elizabeth Castle by £2.6 million in 2021, and provide funding in 2022 and 2023 for the completion of this project | |
Cut funding for the States of Jersey Police Firearms Range by £200,000, and provide a grant to the Institute of Law so they may provide legal advice for those unable to afford it |

Cut funding for the States of Jersey Police Firearms Range by £1,000,000, and provide a grant to Sea Cadets Jersey to acquire new headquarters |

Use the remaining balance of the 2021 Climate Emergency Fund to establish a bus scheme for under 21’s, at the price of £20 a year for unlimited travel | |
Encourage businesses and homes to adopt cleaner energy alternatives by installing cost-efficient heating and making electric transport more readily available |

Reduce funding for the COVID-19 response by £573,717 and use it instead to extend the school meal pilot to all state-funded primary schools |

Provide tree preservation initiatives with an additional £75,000 of funding per year between 2022-2024 | |
In relation to the borrowing strategy created to fund the cost of COVID-19: reduce the amount of borrowing from the Revolving Credit Facility by combining bonding with other strategies |

Conduct a review into how parishes fund public services such as parks, gardens, toilets etc., to ensure taxpayers of certain parishes, e.g. St Helier, do not have higher maintenance costs than other parishes | |
Ensure funding for arts, heritage and culture continues to encompass 1% of the Government’s overall expenditure for 2024 and beyond | |
Develop a Poverty Policy by funding a Poverty Commission to research poverty levels in Jersey |

From 2022, raise personal income tax for ordinary taxpayers from 20% to 25% | |
Set the standard rate of income tax for 2021 and amend a series of finance-related laws in order to implement parts of the Government Plan for 2021 | |
If the above is approved, bring into immediate effect | |
Amend the law to remove the requirement for the States to contribute to the Social Security Fund in 2021 | |
Amend the law to allow £11.3 million to be withdrawn from the Health Insurance Fund and credited to the Consolidated Fund |
