Jersey's first 'People's Debate' in the States Chamber

In a first for the Island, a unique opportunity has arisen for people to take part in a topical debate in the States Chamber, as part of Jersey's fifth annual Democracy Week. The Bailiff of Jersey, Sir Timothy Le Cocq, will be the Presiding Officer, giving participants real-life experience of debating important Island issues in the home of Jersey's legislative assembly.
The topic for debate will explore how ambitious Jersey should be in pursuing its net zero target for carbon emissions, and which potential lifestyle and legislative changes should be prioritised to meet the target.
Participants will have the opportunity to make speeches and vote on the outcome, in a similar format to a meeting of the States Assembly. While the debate votes will not directly lead to policy changes, the event has been designed to open up the parliamentary process and give Islanders an insight into how political decisions are made. It is hoped that the experience of debating in the Chamber will encourage participants to consider standing for election to the States in the 2026 elections.
The event will take place on Saturday 28 September 2024 to coincide with the anniversary of the Corn Riots, which sparked major legislative reform in Jersey in the 18th century and paved the way for a fairer society.
The Bailiff, Sir Timothy Le Cocq, explained: "The People's Debate is a real opportunity to experience being a States Member for a day. I'd urge anyone who has ever wondered at how such decisions are made in Jersey, to apply to take part in this event. It will help them to understand the unique blend of skills required (listening, collaborating, negotiating, persuading and public speaking to name just a few) to represent your fellow Islanders." Sir Timothy added he hopes the event will attract Islanders from across Jersey's diverse community. "Our political process and democracy is at its best when all voices are heard," he said.
Applications are now open for the debate on Saturday 28 September via an online form: statesassembly.je/peoplesdebate. Alternatively, paper forms are available at the States Greffe reception at Morier House. Closing date for applications: Wednesday 4 September 2024.
The debate will be live streamed on the States Assembly website and the public gallery will be open for Islanders to watch the debate in person.
