Next week's States Meeting: Tuesday 13 May

On Tuesday 13 May, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.
Oral Questions
States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions will have been issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 6 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:

P.23 Road Traffic: offences and penalties
|
Deputy Catherine Curtis is proposing that a new offence is created under the Road Traffic Law for failing to stop and report an accident following a serious or fatal injury, and that the penalty for such an offence include, but not be limited to, a lifetime driving disqualification.
Deputy Curtis has lodged an Amendment to her own proposition, which would include those who fail to stop, and help injured people after an accident within the law and to request the Minister for Infrastructure to consult relevant stakeholders.

P.27 Draft Election (Electoral Registers) (Jersey) Amendment Law 202-

The Privileges and Procedures Committee is proposing amendments to the Elections (Jersey) Law, which will allow for Automatic Voter Registration to be introduced with the aim of removing some of the barriers to voting.

P.28 Draft Election (Jersey) Amendment Law 202-
|
The Privileges and Procedures Committee is proposing to make further amendments to the Elections (Jersey) La\w and other elections legislation. These are in response to the Report of the Jersey Electoral Authority, and the Commonwealth Parliamentary Association’s Election Observers Mission. They include allowing all prisoners, including those sentenced to more than four years, being allowed to vote; and extending the powers of the Jersey Electoral Authority in relation to the resolution of disputes to cover complaints made by the public as well as by candidates.

Deputy Hilary Jeune is proposing an amendment which would reduce the residency requirement for voting in Jersey from two years to one year.

P.29 Social rents plan to reduce rental stress for tenants
|
Deputy Raluca Kovacs is proposing that the housing rental policy is revised to ensure that, from January 2027, social housing rents are set at a rate that does not put tenants in rental stress.

The Minister for Housing, Deputy Sam Mézec is proposing an amendment to the Social rents plan to reduce rental stress for tenants Proposition, by seeking to get agreement on the aims of the Proposition, in principle, but allowing more time for a comprehensive review of the current model, with options delivered to the Assembly by Jan 2026.

Deputy Max Andrews is proposing that the Jersey Employment Forum is asked to review the impact any increases in the minimum wage, since 2024, have had on the recruitment and retention of trainees.
