Next week's States Meeting: Tuesday 3 June

States Assembly

On Tuesday 3 June, the next meeting of the States Assembly will commence at 9:30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel. 

Oral Questions 

States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions will have been issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 7 of the Order Paper

The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each: 

  • Minister for Sustainable Economic Development, Deputy Kirsten Morel, 

  • Minister for Justice and Home Affairs, Deputy Mary Le Hegarat, 

  • Chief Minister, Deputy Lyndon Farnham

P.30 Draft Income Support (Jersey) Amendment Regulations 202- 

 

The Minister for Social Security, Deputy Lyndsay Feltham, is proposing an amendment to the Income Support Regulations to make it easier for people who are terminally ill to access benefits. The amendment would ensure people who have been assessed by a medical professional as not expected to live more than 12 months automatically have access to the highest level of personal care support available. It would also allow a family member who is acting as a full-time carer to that person to claim Home Carer's Allowance.

P.31 Draft Highways (Law) Jersey Amendment Regulations 202- 

 

The Minister for Infrastructure, Connétable Andy Jehan, is proposing to amend the Highways Law to set a legal framework for the placing of political posters and advertising materials during election and referenda campaigns. The proposition would remove the need for a licence to be granted to place such materials, provided certain conditions are met.

P.34 Consultation and Report on Pre-sale Agreements for Land and Property Transactions 

 

Deputy Max Andrews is requesting the Chief Minister, in consultation with the Minister for Housing, conduct a consultation with interested parties regarding the use of pre-sale agreements for land and property transactions and report the findings to the Assembly by June 2027.

P.36 French National Identity cards as valid travel documentation for French citizens 

 

Deputy Sir Philip Bailhache is requesting that the Minister for Justice and Home Affairs maintain the scheme whereby French citizens can use a valid French national identity card to travel to Jersey, subject to existing safeguards to protect the integrity of the Common Travel Area. 

Deputy Philip Ozouf has lodged an Amendment to the Proposition.

P.38 Differential pay for Ministers, Scrutiny Chairs and Committee Chairs 

Deputy Jonathan Renouf is asking the Assembly whether the States of Jersey Law 2005 should be amended to allow for differential pay for Members and is requesting the Privileges and Procedures Committee to bring forward the necessary legislation before the end of the current political term. The Deputy is also asking the PPC to include differential pay for the Chief Minister, Ministers, Assistant Ministers, Scrutiny Panel Chairs, the Chair of the Public Accounts Committee, and the Chair of PPC, within the terms of reference of the new Remuneration Review.

P.5 Amendment to Standing Orders – Deadline for challenging written responses 

The Privileges and Procedures Committee is asking the Assembly whether Standing Orders of the States should be changed to change the deadline for Members to challenge the response to a Written Question published on the Consolidated Order Paper to the day of the next States Meeting.
