Next week’s States Meeting: Tuesday 10 December

On Tuesday 10 December, the next meeting of the States Assembly will commence at 9.30am. The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.
Oral Questions
States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions will have been issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 5 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e., ‘without notice’) for 15 minutes each:

P.46 Draft Shipping (Registration) (Jersey) Amendment Regulations 202-. | The Minister for Sustainable Economic Development, Deputy Kirsten Morel, proposes to amend the Shipping (Registration) (Jersey) Regulations 2004, to be able to terminate a ship’s registration for non-compliance with strengthened obligations placed on representative persons appointed for those ships owned by non-Jersey residents or businesses. The Privileges and Procedures Committee have lodged an amendment to Standing Orders, to reflect that Members who are absent during a States Assembly meeting due to ill health or the health of a household member, may participate and vote in debates remotely. Read more: bit.ly/3Zyh992 |
P.65 Public Elections: Extension of eligibility criteria | Deputy Montfort Tadier is proposing to remove the requirement that someone must be a British citizen to stand for election as a Constable or Deputy in Jersey, and that all legislative changes are made in time for the 2026 election. P.65 Public Elections: Extension of eligibility criteria – amendment | Deputy Moz Scott has proposed an amendment to Deputy Tadier’s proposition which will allow a person who is not a British citizen to stand for and be elected to the States, but only if that person has passed the Citizenship Test before the date of the election, and met all other criteria besides British citizenship. The Minister for Social Security, Deputy Lyndsay Feltham, is proposing an amendment to the Draft Social Security Law (Parental Allowance and Death Grant) (Jersey) Regulations, which would extend parental allowance for up to 12 weeks if a baby is born prematurely and requires urgent medical care, or up to 4 weeks otherwise. Deputy Kristina Moore is proposing that details of all external meetings attended by Ministers and Assistant Ministers be published monthly in arrears on the Government website, and details of all off-Island travel including the costs incurred be published within 30 days of their return. The Minister for Infrastructure, Constable Andy Jehan, is proposing to amend the Single-Use Plastics etc. (Restrictions) (Jersey) Law 2021, to ban single-use vapes. The Privileges and Procedures Committee has proposed to make changes to the selection of a Chief Minister in situations other than an ordinary election. Three days would be allowed rather than the current 24 hours for nominations to be lodged in the event of a Vote of No Confidence; and three weeks in the event of the death of an incumbent Chief Minister. P.82/2024 Support Scheme for Individuals Qualifying to Represent Jersey in Off-Island Competitions |
Deputy Raluca Kovacs is proposing that a permanent support scheme, funded to a maximum of £500,000 through the Arts, Heritage, and Culture budget, or other relevant sources, is set up to provide subsidies of up to £2,000 per individual per year for costs related to off-Island participation in sports, arts, academic or other similar competitions for which a qualification or selection process is required to represent Jersey. The Minister for Sustainable Economic Development has proposed an amendment to Deputy Kovac’s proposition which would see any grant scheme established administered by Jersey Sport. It also aims to cap grants to £1,000 which would be distributed via registered sporting clubs and associations.
