Vote of No Confidence process

A vote of no confidence (VONC) in the Chief Minister, Deputy Kristina Moore, was lodged last week by Deputy Tom Binet, former Minister for Infrastructure. States Members will debate and vote on the VONC in the next States Meeting, commencing on Tuesday 16 January.

During the debate on the VONC, the Chief Minister will have the opportunity to speak twice, the second time being before the proposer sums up. No time limit applies to either of the speeches made by the Chief Minister.

If the VONC is successful a new Chief Minister needs to be selected within a period of 7 clear working days following the vote of no confidence. The current Chief Minister stays in post until a new Council of Ministers is formed. For the proposition to be successful, a simple majority is needed: more than half of the Members present voting pour.

Nominations for Chief Minister must be made by at least 6 elected members and submitted to the Greffier no later than 5pm, 5 clear working days before the day on which the selection meeting starts. The appointment of Ministers would then take place at a meeting convened 2 clear working days after the close of the meeting at which the Chief Minister designate is selected.

If the VONC is not successful, the Chief Minister stays in post and will need to nominate a new Minister for Infrastructure. Other Members can also be nominated to be Minister for Infrastructure by the Assembly and the appointment process will follow Standing Order 117 (10 minutes speech from each candidate and up to 20 minutes of questions). The Chief Minister needs to advise the Assembly of her nomination in advance in accordance with Standing Order 117 (by 9.30am Monday 15 January if she intends on asking the Assembly to choose the replacement on 16 January).
