Panel launches review of Government’s New Healthcare Facilities Programme

Following the establishment of the Hospital Review Panel in May this year, the Panel has launched a review of the Government's New Healthcare Facilities Programme, which will continue the work of the previous Future Hospital Review Panel and address the funding proposals for delivery of Phase 1 of the Programme.

The key issues the Panel will explore are governance and risk, the methodology for the programme including compliance with the Corporate Portfolio Management Frameworks ('CPMO'), financing of the Programme and whether the Programme meets the healthcare needs of Jersey.

The main objectives of the review include:

  • Monitoring progress of the programme to serve best interests of the public.
  • Determining the existence of a healthcare strategy and evaluating how it informs the programme's delivery.
  • Assessing the development of a workforce strategy and its impact on the programme's delivery.
  • Analysing risks associated with the current healthcare estate and the programme.
  • Evaluating the objectives of Phase 1 of the Programme and monitoring progress throughout 2024 (full proposals have not yet been received).
  • Examining programme reports and the mandate presented to the States Assembly.
  • Monitoring ongoing governance of the project to ensure top outcomes.
  • Tracking government expenditure on the project.
  • Holding Public Hearings prior to the States Assembly debate on the Government Plan 2025 – 2028.

The Panel requested an initial programme update briefing with the Minister for Health and Social Services on 7 June, with scheduled briefings to take place on a six-weekly basis thereafter.

Commenting on the review launch, Deputy Jonathan Renouf said, 'As Chair of the newly established Hospital Review Panel, I am looking forward to beginning this crucial work. Our priority is to monitor the progress of the Programme in the best interests of the public, maintain diligent oversight of expenditure and ensure that the new hospital facilities meet the healthcare needs of the island. We aim to deliver transparent and effective scrutiny to support the development of our healthcare infrastructure.'
