Public Accounts Committee launches arm's-length bodies review

The review’s main objective is to identify and assess the effectiveness of the policies and procedures in place and how these policies ensure value for money is being delivered.
The Committee will be gathering evidence from a number of key stakeholders, including:
- The Chief Executive Officer of the Government of Jersey;
- The Treasurer of the States;
- Chief Officers/Accountable Officers of Government departments;
- Senior leaders of States-owned entities;
- Senior leaders of States-established delivery entities;
- Senior leaders of organisations in receipt of grant funding or Government subsidies.
Deputy Inna Gardiner, Chair of the Committee, said: ‘Millions of pounds of public money is spent each year through organisations either wholly or partly owned by Government and it is important that the governance structures for these bodies are robust and consistent to ensure value for money.
‘There has also been significant public interest recently in the decision-making processes surrounding Government grants and subsidies following some high-profile funding awards and the Committee is keen to establish what checks and balances are in place to ensure that this money is being spent appropriately.
‘This will be a wide-ranging review as there are a considerable number of organisations that receive Government funding in some form. The PAC is keen to establish that suitable governance structures are in place for any organisation that receives public funding.’
It is anticipated that the Committee will present a comprehensive report with findings and recommendations to the States Assembly and the public in early 2026.
