Scrutiny Review Panel established to consider offshore wind farm proposals

A dedicated Offshore Wind Review Scrutiny Panel (the Panel) has been established to look into the Government's proposals for an offshore wind farm in Jersey waters. The Panel's main objective will be to consider future policy and legislative proposals brought forward by Government arising from the States Assembly decision in 2023 to, in-principle, pursue the opportunities arising from the development of a wind farm.
Government is currently drafting legislative proposals which would outline how Jersey might build a wind farm and the conditions and requirements that would need to be considered. Once the draft legislation has been lodged in the States Assembly, the Panel will launch a full and formal review and a call for evidence which will include holding public hearings and inviting submissions. In the interim, the Panel will be building its knowledge base ahead of its forthcoming review.
It is the Panel's intention to remain constituted as a Review Panel beyond an initial review of the draft legislation in order to review further future proposals brought by Government in this term of office, including a strategic options appraisal and proposed commercial leasing process.
Deputy Hilary Jeune, Chair of the Offshore Wind Review Panel, said: 'This is a highly significant proposal for Jersey and we have to consider fully the opportunity and risks – both economic and environmental. While we wait for the Government to bring forward its proposed legislation, we are conducting research and gathering information to inform ourselves. We have already received a briefing from the Government team putting together the proposals, and will be monitoring progress.'
A Terms of Reference for the Panel's review will be announced in due course on the launch of the review and available on a dedicated review page on the States Assembly website.
