P.5 Amendment to Standing Orders – deadline for challenging written responses

The Privileges and Procedures Committee proposed that Standing Orders should be changed to change the deadline for Members to challenge the response to a Written Question published on the Consolidated Order Paper to the day of the next States Meeting.

The States Assembly voted to APPROVE the Committee’s proposition with 41 votes for, no votes against, and no abstentions.

P.30 Draft Income Support (Jersey) Amendment Regulations 202-

The Minister for Social Security, Deputy Lyndsay Feltham, proposed an amendment to the Income Support Regulations to make it easier for people who are terminally ill to access benefits.

The Amendment ensures people, who have been assessed by a medical professional as not expected to live more than 12 months, would automatically have access to the highest level of personal care support available. It would also allow a family member, who is acting as a full-time carer to that person, to claim Home Carers Allowance.

The States Assembly voted to APPROVE the Minister’s proposition with 37 votes for, no votes against, and no abstentions.

P.31 Draft Highways (Law) Jersey Amendment Regulations 202-

The Minister for Infrastructure, Connétable Andy Jehan, proposed to amend the Highways Law to set a legal framework for the placing of political posters and advertising materials during election and referenda campaigns. The Amendment would remove the need for a licence to be granted to place such materials, provided certain conditions are met.

The States Assembly voted to APPROVE the Minister’s proposition with XX votes for, XX votes against, and XX abstentions.

P.34 Consultation and Report on Pre-sale Agreements for Land and Property Transactions

Deputy Max Andrews proposed that the Chief Minister, in consultation with the Minister for Housing, conduct a consultation with interested parties regarding the use of pre-sale agreements for land and property transactions and report the finding to the Assembly by June 2027.

The States Assembly voted to REJECT the Deputy’s proposition with 12 votes for, 32 votes against, and no abstentions.

P.36 French National Identity cards as valid documentation for French Citizens

Deputy Sir Philip Bailhache requested the Minister for Justice and Home Affairs maintain the scheme whereby French citizens can use a valid French national identity card to travel to Jersey, subject to existing safeguards, to protect the integrity of the Common Travel Area.

Deputy Philip Ozouf proposed an Amendment to the proposition to extend the use of French national identity cards for travel to Jersey to short stays of up to 72 hours.

The States Assembly voted to REJECT the Deputy’s Amendment with 14 votes for, 32 votes against, and one abstention.

WEDNESDAY 4 JUNE 

The Meeting began with the conclusion of the debate into French National Identity cards as valid documentation for French citizens visiting Jersey on a day trip.

Deputy Sir Philip Bailhache requested the Minister for Justice and Home Affairs maintain the scheme whereby French citizens can use a valid French national identity card to travel to Jersey, subject to existing safeguards, to protect the integrity of the Common Travel Area. 

The States Assembly voted to APPROVE the Deputy’s Proposition with 47 votes for, 0 votes against, and 0 abstentions.

P.38 Differential pay for Ministers, Scrutiny Chairs and Committee Chairs   

Deputy Jonathan Renouf proposed that the States of Jersey Law 2005 should be amended to allow for differential pay for Members, including differential pay for the Chief Minister, Ministers, Assistant Minister, Scrutiny Chairs, the Chair of the Public Accounts Committee and the Chair of PPC, within the terms of reference of the new Remuneration Review.   

The proposition also requested that the Privileges and Procedures Committee to bring forward the necessary legislation before the end of the current political term.  

The States Assembly voted to REJECT the Deputy’s proposition with 17 votes for, 27 votes against, and 2 abstentions.
