The new Island Plan replaces the Green Zone and Agricultural Priority Zone with three new zones: a zone of Outstanding Character, a Green Zone and a Countryside Zone. The proposed policies for each zone are similar in that there is a presumption against new residential developments.
This amendment removes the presumption against new residential developments in the Countryside Zone, and allows the Committee to approve small-scale developments adjacent to existing buildings where such development would not detract from, or unreasonably harm the character and scenic quality of the countryside.
The policy as proposed allows for new cultural, tourism and agricultural developments within the Countryside Zone and it is only reasonable that the policies governing these developments should apply to applications for the most basic of needs - a home.
