REPORT

There is a feeling amongst certain States members that Waterfront Enterprise Board (WEB) is arguably good value for money in terms of what the island has invested and what it has received in return. The main reason for reducing the term of extension to WEB is to allow the next elected States Assembly to endorse or otherwise its continuing role in developing our waterfront. The current make up of the board of WEB have left any of us wondering how appropriate this grouping is and indeed ever has been. To bind the next three States Assemblies to this model of delivering public reclaimed land and the deals that have been made and are being made in my view is wrong. To say that there will be a need for WEB to guarantee their obligations which cannot be done without a ten year extension in my view does not take into account that as a wholly owned States body the States are responsible in any case for all that is done in their name.

Finance and manpower implications

I do not believe that there are any financial or manpower implications arising from this proposition.
