THE STATES,  following  further  consideration, adopted paragraph  (d) of  the  proposition  of  the Policy and Resources Committee, and approved the States Business Plan 2006 to 2010, consistent with the agreed States Strategic Plan 2005 to 2010, and in particular approved the Legislation Programme for 2006 as set out in Table  11.3.

Waterfront Enterprise Board: renewal of ten-year working limit P.114/2005 Comments and Amendment

THE STATES commenced consideration of a proposition of the Policy and Resources Committee concerning the Waterfront Enterprise Board: renewal of ten-year working limit, and of an amendment of Senator Paul Vincent Francis Le  Claire that on page 2, for the words"a further period of ten years", there be substituted the words, "a further period of two years".

THE STATES, following consideration of the amendment of Senator Paul Vincent Francis Le  Claire, adopted a proposition of Deputy Lyndon John Farnham of St.  Saviour that,in accordance with Standing Order 26A(1), the question be now put.

THE STATES, following further consideration, adopted the proposition of the Policy and Resources Committee requesting that they refer to their Act dated 12th December 1995, in which they approved the establishment of the Waterfront Enterprise Board as a separate legal entity, agreed to the transfer of administration to the Waterfront Enterprise Board Limited of certain areas of land on the St. Helier Waterfront, and appointed the Waterfront Enterprise Board Limited as a development agency of the States for an initial ten-year period; and –

a p proved the extension of the Board's initial ten year appointment as a development agency for a further

period of ten years from 12th December 2005.

THE STATES, in pursuance of Article 73(2) of the Public Finances (Jersey) Law 2005, made an Act entitled the Public Finances (Jersey) Law 2005 (Appointed Day No.  1) Act 2005.

Draft Public Finances (Comptroller and Auditor General) (Jersey) Regulations 200- P.149/2005

THE STATES, in pursuance of Article  71 of the Public Finances (Jersey) Law 2005, made Regulations entitled the Public Finances (Comptroller and Auditor General) (Jersey) Regulations 2005.

Comptroller and Auditor General: appointment P.150/2005

THE President, in accordance with Article 41(2) of the Public Finances (Jersey) Law 2005, and Standing Order No.  46(2), ordered the withdrawal of Strangers and the closing of the doors of the Chamber in order that the appointment of a Comptroller and Auditor General be debated in camera.

THE STATES, having deliberated thereon in camera, proceeded to vote in public assembly and, adopting a proposition of Deputy Sarah Craig Ferguson of St.  Brelade, and in accordance with Article  41 of the Publi Finances (Jersey) Law 2005, appointed Mr.  Christopher Swinson as Comptroller and Auditor General for a period of 3 years with effect from 1st October 2005.
