Amendment (1)
The Council of Ministers accepts amendments (1) and (3) of the Connétable 's amendments but would wish to stress that in doing so they would place equal importance on social sustainability and in essence would re-iterate their view that the Vision must be read as a whole, embracing as it does the joined up delivery of economic, social and environmental objectives.
The Council of Ministers accepts amendment (2).
In Part 4 proposed new What We Will Do section the Council of Ministers accepts these actions, most of which are already embodied within other initiatives in the Plan, but on the basis that they will have to be delivered with best endeavours within the constraints of existing resources.
In accepting the majority of the tenth amendment, much of which is already embodied within the Plan, the Council of Ministers wishes to make some adjustments to part (4).
Whilst recognising that the Connétable of St. Helier sources his wording for the proposed new outcome 1.1 from the "State of Jersey" report we would prefer to use our amended wording which we feel is more in keeping with the overall style of the document.
In the first of his bulleted indicators we can find no basis for setting a 2% reduction in per capita consumption, and rather than adopt an arbitrary figure we would prefer to leave this as an open figure to be determined following Jersey specific research – in the same way as we do for the identical bulleted point in our draft section 4.6. In the fourth bulleted indicator we propose the word minimisation rather than prevention as is may otherwise convey the sense that there will be no environmental impact (even at a very local scale) from economic growth. Whilst we would wish to do everything we can to avoid any impact on our environment, we have to accept that in responding to social and economic pressures, a balance will need to be struck. We are committed to do whatever we can to protect and sustain our unique environment.
There are no additional manpower or resource implications arising from this amendment to the amendment. Amendment (2)
The Council of Ministers are supportive of this amendment other than for the timescale that is proposed which they believe is too ambitious. A debate in 2007 is achievable with implementation rolled out thereafter through a range of measures including the transport strategy, the Energy Policy and mechanisms such as environmental taxes.
Manpower and resources requirements relating to bringing the Strategy forward for debate will be contained within existing resources. The Strategy will examine the manpower and financial resources required for its delivery and the funding mechanism to achieve this.
There are no additional financial or manpower implications arising from this amendment to the amendment.
