After the word "Appendix" insert the words –

", except that,

1. in the "Vision" on page5, after the bullet points, insert the words –

"a n d this Strategic Plan sets out the "road map" to achieve these objectives."

2. o n page14, Council ofMinister'sTop Priorities –

(a ) b ef ore the introductory paragraph, insert a new introductory paragraph as follows –

" T h e S tr a t eg i c P la n is the road map' that sets out the direction that the government of Jersey wishes to follow. It defines the aspirations that we will be working towards and sets out the outline work programme for the next five years. The plan is the framework within which new legislation and major policy proposals will be developed prior to referral to the States Assembly for a decision.".

( b ) a f ter the introductory paragraph, after the words "to ensure that our six commitments are

delivered." insert the following new paragraphs –

" P r o v is i o n fo r f in a ncing many of these has already been approved in previous States Resource Plans. The States Annual Business Plan, which will be presented to the States in each July, will enable debate on the financial priorities to be approved.

3. in CommitmentOne,Outcome1.5,Action 1.5.2, delete the words "by early 2006".
4. in CommitmentTwo,Outcome2.1, after Action 2.1.5insert the following newAction –

"2 . 1 .6 .  Increase provision of community support to help people remain in their own homes (HSS)".

5. in CommitmentTwo,Outcome2.2 –

(a ) af t er Action 2.2.1 insert the following new Action –

" 2 .2 . 2 . D e v e lop and implement a States of Jersey health improvement strategy (HSS)";

(b ) af t er Action 2.2.4 insert the following new Action –

" 2 .2 . 6 . D e l iver cost effective quality services in partnership with voluntary, independent and parish organisations (HSS)",

6. in CommitmentTwo,Outcome2.6 –

(a ) fo r Action 2.6.7 substitute the following Action –

" 2 .6 . 7 .  E s ta blish an Island-wide strategy for youth work in co-operation with voluntary youth

organisations (ESC)";

(b ) af t er Action 2.6.7 insert the following new Action –

" 2 .6 . 8 . P r o v ide an urgent replacement for the youth facilities at the Old Harbour Office in the area of the Waterfront (ESC)",

7. in CommitmentTwo,Outcome2.10 –

(a ) in Action 2.10.1, for the words "from 2008/9" substitute the words "in 2006"; (b ) fo r Action 2.10.2, substitute the following Action –

" 2 .1 0 . 2 D r a ft legislation to enable the creation of a register of the Island population introducing three categories of registration – entitled, licensed and registered by 2007 (CM)".

8. in  CommitmentThree,Outcome 3.1, forAction 3.1.1 substitute the followingAction –

" 3 .1 . 1. Extend existing legislation to provide a comprehensive range of basic rights to employees and employers by moving into the second phase of employment reform, as approved by the States, starting in 2008 with redundancy rights and the protection of employees involved in business mergers and acquisitions (TUPE) and then addressing maternity rights, equal pay, flexible working and family friendly policies (including an investigation into issues in respect of paternity rights) (SOC SEC)".

9. in CommitmentThree,Outcome3.2,before Action 3.2.1,. insert the following new Action –

" 3 .2 . 1 Establish a police consultative group, either through separate primary legislation or a new Police Force Law, by 2008 (HA)",

an d r enumber the Actions accordingly.

10. in CommitmentThree,Outcome3.2 –

(a ) in Action 3.2.3, for the words "(HA)" substitute the words "(HA, HSS, ESC)"; (b ) in Action 3.2.4, for the words "(HA)" substitute the words "(ED)".

11. in CommitmentThree,Outcome3.3 –

(a ) af t er the existing Indicators insert the following new indicator –

" E d u c ational facilities for prisoners improved";

(b ) in Action 3.3.5, for the word "Executive" substitute the words "Minister or Assistant Minister for

Home Affairs"

(c ) d el ete Action 3.3.6.

12. in CommitmentThree,Outcome3.4 –

(a ) in Action 3.4.2 for the words "(CM)" substitute the words "(HA)"; (b ) af t er Action 3.4.2, insert the following new Action –

" 3 .4 . 3 W  o r k with the UK authorities to give greater emphasis to drug detection and apprehension in UK ports (HA)".

13. In Commitment Three, Outcome3.5, after Action 3.5.2, insert the following new Action –

" 3 .5 . 3 By the end of 2007, review the Emergency Measures Plan to ensure that provision is being made for the Island to deal with major incidents affecting –

E c o n o m i c s t ability e.g. changes to the economy arising from sudden increases in fuel prices; and

E n v i ro n m  e n tal stability e.g. an accident involving one of the nuclear installations on the Cotentin

Peninsular (CM)".

14. in CommitmentThree,Outcome3.7,forActions3.7.1 and 3.7.2 substitute the following Actions –

" 3 .7 . 1. By 2008 develop care pathways for young people with mental health problems who require care and support in the community or hospital admission (HSS)

3 .7 . 2  I mplement and continually monitor substantial three year programme of investment beginning in

early 2006 to increase the number of foster carers through improved recruitment, training and financial support (HSS)".

15. in CommitmentThree,Outcome3.8 –

(a ) af t er the existing Indicators insert the following new Indicator –

" I n c re ase in provision of Island wide sheltered housing";

(b ) af t er Action 3.8.8 insert the following new Action –

" 3 .8 . 9 . I n tr o duce security of tenure legislation by 2007 (HOUS)".

(17) in Commitment Four, after Action 4.7.5, insert the following new Action –

" 4 .7 . 6 Undertake a scoping study for the future of the harbour areas at St. Aubin and Gorey, having regard to their unique character and setting. This will include a technical and financial appraisal for any proposed schemes as well as a conservation plan and an environmental impact assessment covering both land and marine habitats. The cost of this study will be initially funded from the Central Planning budget, with any advance repaid should a funded scheme progress. (P&E/T&R)".

17. i n Commitment Five, Outcome 5.1, Action 5.1.5, after the words "Detached Youth Work Project", include thewords –

"f u n d ed by Building a Safer Society (BASS)".

18. in CommitmentFive,Outcome5.1 –

(a ) in Outcome 5.1, add an additional indicator –

" T h e parish system plays a key part in Island life, and there is a close working relationship between the States, the Comité des Connétable s and the parish authorities in providing

services to the public.";

(b ) af t er Action 5.1.8, insert the following new Action –

" 5 .1 . 9 W  o rk co-operatively and in consultation with the Comité des Connétable s in providing services to the public (CM)",

19. in CommitmentSix,Outcome 6.2, before Action6.2.1 insert thefollowing new Action –

" 6 .2 . 1. Fully implement the efficiency programme which delivers savings of £20 million per annum by 2009 and continue to identify and implement all possible efficiency savings (CM/T&R)",

COUNCIL OF MINISTERS

REPORT

Since  the Council of Ministers published the  Strategic Plan  on 3rd  March  2006  and  asked for  comments, Ministers have received a number of helpful comments from members of the public and members of the States. Several Ministers have also discussed the Plan with scrutiny panels.

As a result of the comments received, and the constructive meetings with the Social Affairs Scrutiny Panel, a number of amendments to the Plan are being proposed by the Council of Ministers.

The Council of Ministers is grateful to all of those who took the time and trouble to comment on the Strategic Plan and gives an undertaking that all of the comments received will be considered further by Ministers when particular policies are being developed or implemented.

Financial and manpower implications

These proposals will be delivered within the financial and manpower framework set out in pages 16 to 18 of the Appendix "States of Jersey Draft Strategic Plan 2006-2011".
