THE STATES resumed consideration of a proposition of the Council of Ministers, as amended, concerning the Strategic Plan 2006 to 2011 and adopted an amendment of the Corporate Services Scrutiny Panel that after the word "Appendix", there be inserted the words –
", except that in Commitment One, Outcome 1.2 – (a) fo r Action 1.2.2 substitute the following Action –
1 .2 . 2 . Retain any budget surpluses that occur before the introduction of the 0/10 tax changes (due in
2010) in the Consolidated Fund until the extent of any structural deficit as a result of the new fiscal strategy becomes clear with these surplus funds being be used to maintain revenue and capital spending in the short term whilst any structural deficit is addressed (T&R)."

THE STATES adopted, as amended, the amendment of the Deputy of St. Ouen.
THE STATES commenced consideration of an amendment of the Connétable of St. Helier that after the word "Appendix", there be inserted the words –
", e x c ept that in Commitment Six, Outcome 6.1, after Action 6.1.3 insert the following action –
6 .1 . 4 B r i n g forward firm recommendations on the possibility of the States paying rates on its
properties in 2006 (T&R)",
and adopted an amendment by the Council of Ministers that in the proposed new Action 6.1.4, for the words "in 2006", substitute the words "by 2007".
THE STATES adopted, as amended, the amendment of the Connétable of St. Helier.
THE STATES rejected an amendment of the Connétable of St. Helier that after the word"Appendix", there be inserted the words –
", except that, in Commitment Six, Outcome 6.1, after Action 6.1.3 insert the following action –
6.1.4 In 2006 bring forward to the States for approval proposals to ensure that the funding of the maintenance
of public amenities such as public parks, gardens and toilets is achieved in a way which is equitable (T&R)' ".

public services are provided efficiently and effectively, including the use of new technology and whether services are best provided by directly employed staff, by another provider, or through partnership arrangements (CM)'

THE STATES then adjourned, having agreed to reconvene on Tuesday 27th June 2006, in order to resume consideration of the proposition of the Council of Ministers, as amended, regarding the Strategic Plan 2006 to 2011, (P.40/2006 lodged "au Greffe" on 10th April 2006), together with outstanding matters of public business.
