REPORT
The Department for Education, Sport and Culture secured funding for, co-operated with and provides extensive support to Le Don Balleine to develop and provide programmes of study to revive the language of Jèrriais. The investment of £110,000 by the States of Jersey represents a considerable commitment. If the States was to become more active it would have to accept a significantly larger investment.
Increased protection of Jèrriais under the European Charter for Regional and Minority Languages could, depending on the particular status conferred upon Jèrriais, result in significant additional costs. At the highest level, there would be a requirement to produce all official documentation and signage in the language.
There are, lesser requirements at other levels such as that which has been conferred upon Cornish. In the Cultural Strategy adopted by the States in September 2005, Objective 1.9 states –
t o i n vestigate the feasibility of adopting Jèrriais as the Island's official minority language and work with
the Société Jersiaise, Le Don Balleine and L'Assembliée d'Jèrriais to revive the language of Jèrriais'
The intention is that the Council for Culture, once established, will consider this objective alongside others, determine its priorities and advise the Minister accordingly.
There are no additional financial or manpower implications arising from this amendment to the amendment and the intention of this proposed change is to avoid the resource implications of the original amendment until funding has been approved.
The Council of Ministers is accepting the rest of the 5th Amendment and will present further comments separately to this amendment.
