In Amendment (6), after the words "insert a new Priority 16 as follows -", for the inserted new Priority 16 substitute the following new Priority 16

"16.  Support the development of arts and heritage in Jersey

Whilst one function of Heritage is to protect, conserve and explain our community's past for the education and enjoyment of future generations,  the  arts  are  a  living  expression  of  a  community's vibrant present. The Arts can be enlightening, thought provoking, entertaining, disturbing, challenging and sometimes controversial but  they  should  be  valued  for  all  these  qualities.  The  role  of government is not to direct or control creative expression but to support it in all its forms.

Why we must do this:

Arts,  heritage  and  culture  are  central  to  the  life  of  the community

Creative endeavour has been, and always will be critical to the  Island's  development  and  it  is  for  government  to establish the environment in which such activity can thrive

We need to preserve, enhance and promote our rich heritage. What we will do:

Implement, monitor and review the cultural strategy

Continue to support the work of the Jersey Heritage Trust and other organisations responsible for the Island's arts and heritage

Champion  the  development  of  creative  expression  and awareness of our heritage through schools, youth groups, adult  education,  and  partnership  arrangements  with voluntary organisations

Encourage all States departments to consider the impact on heritage and opportunities for the development of the arts in carrying out their day – to - day business.

To be developed by Education Sport and Culture."

and make a consequential amendment in Priority 15 on page 32, in the section "What we will do", by deleting the words "and rich heritage" from the first bullet point.

REPORT

The  Council  of  Ministers  accepts  part  (1)(d)  and  (6)  of  the  amendments  of  the Connétable of St. Helier , and notes this would result in the addition of a new priority in the States Strategic Plan which would relate to Priority no. 15 (Protect our unique culture and identity') but would be specifically concerned with the arts and heritage.

In order that this additional priority can be given similar weight to the other 15 priorities in the Strategic Plan, the Council proposes that it should be presented in a similar  format.  A  supporting  text  has  therefore  been  prepared  for  this  additional priority, in line with the format adopted for the others in the Plan, together with an explanation of why we must do this' and an expanded list of what we will do' in order to give effect to this priority.

In consequence of accepting amendment 6(6), the reference to heritage under Priority 15 is transferred to the new priority 16.

There are no additional financial or manpower implications.
