THE  STATES,  resumed  consideration  of  the  States  Strategic  Plan  2009-2014,  and  rejected  an amendment of Deputy Shona Pitman of St. Helier that after the words "attached as Appendix 1" there should be inserted the words –

", except that in Priority 12 on page 26, in the section entitled "What we will do", after the fourth bullet point, there should be inserted the following new bullet point –

"Bring forward legislation to give the Jersey Youth Service statutory status, bringing it into line with the United Kingdom, to ensure the benefits of informal education are both protected and fully utilised. (ESC)".

The Deputy Bailiff retired from the Chamber during consideration of the amendment of Deputy Shona Pitman of St. Helier and the meeting continued under the presidency of Mr. Michael Nelson de la Haye, Greffier of the States.

THE STATES noted that, in accordance with the provisions of Standing Order 70(1A), as the Connétable of St. Helier had been excused attendance from the States, the Chief Minister had been requested by the Connétable to propose his amendment to the Strategic Plan that after the words "attached as Appendix 1" there should be inserted the words –

", except that in Priority 12 on page 26, in the section entitled "What we will do", after the last bullet point, there should be inserted an additional bullet point as follows –

Continue to encourage and support Islanders in the pursuit of sporting excellence".

THE STATES, adopting an amendment of Deputy Paul Vincent Francis Le Claire of St. Helier , agreed that after the words "attached as Appendix 1" there should be inserted the words –

", except that in Priority 15 on pages 30–31 in the section entitled "What we will do", after the seventh bullet point, there should be inserted the following additional bullet points –

We will work to improve the public trust in government and establish a system of greater

transparency, public participation, and collaboration to strengthen our democracy and promote efficiency and effectiveness in Government.

Introduce time limits for the public release of government information with appropriate

safeguards in relation to these rules to protect matters such as the privacy of individuals in appropriate circumstances."

THE STATES noted that, in accordance with the provisions of Standing Order 70(1A), as the Connétable of St. Helier had been excused attendance from the States, the Chief Minister took his place and proposed his amendment to the Strategic Plan that after the words "attached as Appendix 1" there should be inserted the words –

", except that in the list of Priorities on page 8 –

(d)  after Priority 15 there should be inserted a new Priority as follows –

(16)  Support the development of arts and heritage in Jersey

and

", except that after Priority 15 on pages 30–31 there should be inserted a new Priority 16 as follows –

Implement, monitor and review the Cultural Strategy

Continue to support the work of the Jersey Heritage Trust and other bodies involved in promoting the Island's heritage

and adopting an amendment of the Council of Ministers to that amendment, agreed that for the inserted new Priority 16 there should be substituted the following new Priority 16

"16. Support the development of arts and heritage in Jersey

Whilst one function of Heritage is to protect, conserve and explain our community's past for the education and enjoyment of future generations, the arts are a living expression of a community's vibrant present. The Arts can be enlightening, thought provoking, entertaining, disturbing, challenging and sometimes controversial but they should be valued for all these qualities. The role of government is not to direct or control creative expression but to support it in all its forms.

Why we must do this:

Arts, heritage and culture are central to the life of the community

Creative endeavour has been, and always will be critical to the Island's development and it is for government to establish the environment in which such activity can thrive

We need to preserve, enhance and promote our rich heritage.

What we will do:

Implement, monitor and review the cultural strategy

Continue to support the work of the Jersey Heritage Trust and other organisations responsible for the Island's arts and heritage

Champion the development of creative expression and awareness of our heritage through schools, youth groups, adult education, and partnership arrangements with voluntary organisations

Encourage all States departments to consider the impact on heritage and opportunities for the development of the arts in carrying out their day-to-day business.

Key indicators:

To be developed by Education Sport and Culture."

and made a consequential amendment in Priority 15 on page 32, in the section "What we will do", by deleting the words "and rich heritage" from the first bullet point.
