REPORT

Introduction

I am encouraged and disappointed by P156/2011. Encouraged, because it focuses on the benefits of a Hoppa Bus and, hopefully, progresses it. Disappointed, because I can see no evidence that all relevant Deputies, Parish representatives and members of the target communities and/or "the environs" have been consulted.

Progress

The approval of development of the Jersey Dairy site and the possible approval of an over-55s development off Chasse Brunet has been accompanied by discussion on the provision of a Hoppa-type service and the enhancement of the current Connex Service.

A Planning Obligation has been placed upon the developer of the Jersey Dairy site to provide monies to enhance the provision of public transport, and I am very hopeful that a similar obligation will be applied to the Chasse Brunet site.

Discussions are at an early stage, although I am aware that Transport and Technical Services are developing proposals for the enhancement of the Connex Service.

Proposition

In my view, we need to think in terms of broader catchment areas. That means sitting down with relevant political and community representatives. Myself, the former and (I hope) the current Minister for Planning and Environment are keen to see the monies from the Planning Obligations used to create a genuine community service which can be integrated with a broader Hoppa Service.

Financial and manpower implications

Work is already underway to develop proposals, both with regard to the Five Oaks developments and in developing the scope and nature of the Bus Contract. Obviously, if by consulting residents the outcome is a reconfigured service, it will have to be costed anew and, as such, I cannot provide figures (even guesstimates') at this time.
