PAGE 2, PARAGRAPH (b) –

After the words "as set out in the Appendix 1" insert the words –

", except that for Saint Helier there shall be returned 6 Deputies, and for Saint Brelade and Saint Peter there shall be returned 4 Deputies".

REPORT

Whilst I agree with the proposer that Islanders have clearly indicated they wish to have fewer States members, he states in paragraph 5 ("By dividing..") that he does not wish to reduce individual Islanders' representation.

If Deputy Noel's proposition is to be proportional to the electorate, then I believe that the number of St. Helier Deputies should be 6 and the number of St. Brelade / St. Peter Deputies  should  be  4.  The  registered  electors  (2008)  per   Deputy  across  the 5 suggested Districts would range between 2,492 and 2,899.

If this amendment is adopted, the amendments to P.176/2010 would be amended accordingly.

I attach a revised Schedule 2 to demonstrate the changes if my amendment is adopted. Financial and manpower implications

These would remain unchanged from the main proposition P.2/2011.
