REPORT

Deputy  S. Pitman  has  quoted  verbatim  from  the  Clothier  Report  in  the  text  of questions to be included in a referendum, with the exception of the question relating to the election of a Speaker.

On page 4 of the Projet, the Deputy states that – "My view is that an Independent Speaker should be appointed from outside of the States rather from among elected Members." I do not share this view, but the point is that neither the Clothier Report, nor the recent report by the Review Panel, chaired by Lord Carswell, on the role of the Crown Officers, stated that a Member of the States could not be elected as Speaker. By removing the words "who should be a non-States Member" the option remains to elect from within our ranks if at the time this was felt appropriate.
