In Health and Social Services, it is often necessary to appoint a locum Hospital Doctor or Consultant at relatively short notice to cover for annual leave, sickness or other absences of permanent staff. In such cases a timely recruitment is important. If the purpose  of  the  proposition  and  the  amendment  is  to  ensure  that  appointment  to permanent  higher-paid  posts  is  not  made  without  proper  consideration,  then  this amendment would still ensure that. However, it would also ensure the ongoing and timely  provision  of  key  services,  without  which  some  Islanders  might  suffer unnecessarily.

Financial and manpower implications

There are clearly no additional financial or manpower implications arising from this amendment to the amendment, and the exclusion of clinical staff will, in fact, reduce the resource implications of any new system.
