After the words "the revised draft Island Plan 2011" insert the words "except that –

  1. there be added to the list of sites to be zoned for Category A housing at Policy H1: Category A housing sites (on page 246):

4.  That  part  of  Longueville  Nurseries,  New  York  Lane, St. Saviour  shown  in red on  the  attached  drawing  (1 acre/ 2.25 vergées).';

  1. the revised draft Island Plan 2011 be further amended in such respects as may be necessary consequent upon the adoption of (a);
  2. the Proposals Map be amended to reflect the adoption of (a)."

MINISTER FOR PLANNING AND ENVIRONMENT

NOTES:

  1. This  amendment  to an  amendment  has  been  lodged  by  the  Minister  for Planning and Environment for less than 8 weeks before the start of the debate in accordance with the provisions of Article 4A of the Planning and Building (Jersey) Law 2002. Paragraphs 4A(2), (3) and (4) are in the following terms –

4A  Procedure for and following lodging of draft Island Plan

"(2)  An amendment to a draft Island Plan cannot be debated by the

States unless it has been lodged for a minimum period of 8 weeks.

  1. An amendment to an amendment to a draft Island Plan cannot be debated by the States unless it has been lodged for a minimum period of 6 weeks.
  2. Paragraph (2) or (3) does not apply to an amendment lodged by the Minister if the States agree that the amendment may be debated forthwith or on a day or at a time approved by the States."

In accordance with the provisions of paragraph (4) the Minister for Planning and  Environment  will  seek  the  agreement  of  the  States  to  debate  this amendment during the debate on the Island Plan 2011: approval' (P.48/2011).

  1. The consequential amendments would include amendments to Proposal 17: Provision  of  homes  (page 242);  Table 6.3:  Supply  of  homes  2011–2020 (page 238); and Table 6.4: Net housing supply 2011–2020 (page 239); to be amended accordingly to reflect the potential additional yield of 10–15 homes from the zoning of this site; and there may be others.

REPORT

The Minister has lodged this amendment to assist the debate on the zoning of part of the Longueville Nurseries site for Category A housing in order to include the corrected area of the relevant part of the site, as shown on the drawing which was attached to the fourth  amendment  to  the  Island  Plan  2011 –  approval  (P.48/2011)  as  lodged  by Senator J.L. Perchard. That drawing will be appended to this report.

The correct area of the part of the site outlined in red and which Senator Perchard wishes to have zoned for housing is one acre, or 2.25 vergées.

Financial and manpower implications

There are no financial or manpower implications for the States arising from this amendment.
