After the words "the revised draft Island Plan 2011" insert the words –

  1. "except that in the Social, Community and Open Space chapter (page 278) after the words Proposal 13 Local Development Plans'.' insert the following paragraph, and re-number those that follow accordingly –

7.38  To ensure and enable the development of community facilities which

would  benefit  from  a  harbour-side  location,  to  include  the development of a new headquarters facility for the Jersey Sea Cadets, it  is  considered  appropriate  to  safeguard  some  land  at   St. Helier harbour specifically for this purpose.' ";

  1. and in Policy SCO3 Community facilities (pages 278–279) after the words within the Built-up Area;' insert the following paragraph –

To address deficiencies in the provision of community facilities, the following  site  is  safeguarded  for  the  development  of  community facilities,  to  include  development  of  a  building  suitable  to accommodate the headquarters facility for the Jersey Sea Cadets –

Les Galots site, Old South Pier, St. Helier '."

  1. and to update the Proposals Map accordingly.

MINISTER FOR PLANNING AND ENVIRONMENT NOTE:

This amendment has been lodged by the Minister for Planning and Environment for less than 8 weeks before the start of the debate in accordance with the provisions of Article 4A of the Planning and Building (Jersey) Law 2002. Paragraphs 4A(2), (3) and (4) are in the following terms –

4A  Procedure for and following lodging of draft Island Plan

"(2)  An amendment to a draft Island Plan cannot be debated by the

States unless it has been lodged for a minimum period of 8 weeks.

  1. An amendment to an amendment to a draft Island Plan cannot be debated by the States unless it has been lodged for a minimum period of 6 weeks.
  2. Paragraph (2) or (3) does not apply to an amendment lodged by the Minister if the States agree that the amendment may be debated forthwith or on a day or at a time approved by the States."

In accordance with the provisions of paragraph (4) the Minister for Planning and Environment will seek the agreement of the States to debate this amendment during the debate on the Island Plan 2011: approval' (P.48/2011).

REPORT

The Minister has lodged this sporting amendment to assist the debate on the zoning of part of the Les Galots site, Old South Pier, St. Helier , safeguarded for the development of community facilities in order to include the corrected area of the relevant part of the site, as shown on the drawing which was attached to the twenty-fifth amendment to the  Island  Plan  2011 –  approval  (P.48/2011)  as  lodged  by   Deputy  I.J   Gorst  of St. Clement . That drawing will be appended to this report.

The original drawing submitted by Deputy I.J Gorst was inaccurate in that it included an area that has been identified by the Transport and Technical Services Department as a new parking area, of approximately 19 spaces, which replaces those lost through road improvements and the inclusion of a cycle track to the Quay.

Financial and manpower implications

There are no financial or manpower implications for the States arising from this amendment.
