REPORT
In Deputy Maçon's report, he states that in some other countries up to 50% or higher voter turnout is required in applying to change constitutional matters. That being the case, his suggested figure of 40% turnout of registered electors is far too low. We should be looking for an absolute majority and I therefore propose 51%. I would have preferred to put the figure higher, but suspect that a higher figure would not get sufficient support to get it through this Chamber.
In my first election in St. John in 1994, the Parish voter turnout was in the region of 80% as per the JEP report of 3rd November of that year; therefore asking for 51% turnout should be achievable for any referendum on constitutional reform.
