REPORT
The Privileges and Procedures Committee has been asked to assure members that the cost of installing and operating the filming equipment in the States Chamber will not exceed the sums indicated on page 6 of the report accompanying the proposition.
The Privileges and Procedures Committee wishes to obtain a professional output which will be achieved using High Definition cameras to be operated manually by a member of staff of the States Greffe. Discussions have been held with various possible providers and a demonstration was provided to States members on 16th June 2015 of the type of output that could be achieved at the level of cost detailed in the report accompanying the proposition.
If the equipment is to be purchased at the outset, the estimated cost of the initial set-up should not exceed some £40,000 to £45,000. Under this option, the annual running costs, including the need for a dedicated SDSL line and maintenance costs, based on 48 meetings a year, would be between £22,000 and £27,000, depending on whether the footage was kept online for 6 or 12 months. Leased equipment options are available for less than £30,000 per annum.
In accordance with the addendum to the report accompanying the proposition, the opportunity cost of staffing the filming equipment is £3,500 per annum.
Financial and manpower implications
The amendment serves to limit the financial and manpower implications of filming the proceedings of the States Chamber to those detailed in the report and addendum to the proposition.
