For the words "which has for its object the relief of needy persons", substitute the words "which has for its object the relief of persons in pecuniary need".
MINISTER FOR TREASURY AND RESOURCES Note: The amended proposition would read –
to amend the Act of the States dated 27th March 2001 concerning the Ann Alice Rayner Fund by inserting as an additional object in sub-paragraph (a) –
"(3) the making of grants in support of any charitable institution or charitable home other than one owned and administered by public
funds, which has for its object the relief of persons in pecuniary need;".

REPORT
Following the lodging of P.116/2016 (Ann Alice Rayner Fund: alteration of purpose), communication was received from the Deputy of St. Ouen , Chairman of the Health and Social Security Scrutiny Panel.
The Deputy pointed out that the original object of the Fund (see R&O.2536) (omitting those referring to the General Hospital) was the making of grants or loans "of pecuniary relief in any form to needy persons of either sex of the professional classes residing in Jersey".
P.38/2001 (Ann Alice Rayner Fund: objects, purpose and administration) amended the above object to "the provision of pecuniary relief to needy persons residing in Jersey".
This all suggests that the Fund was intended for persons needing pecuniary relief.
The wording proposed by P.116/2016 was " which has for its object the relief of needy persons". The Deputy pointed out that there are many types of need.
The Minister agrees with this point and thanks the Deputy for his contribution. Financial and manpower implications
