Arrival of His Excellency the Lieutenant Governor

The Bailiff advised the Assembly that Air Chief Marshal Sir Stephen Dalton, G.C.B., LL.D. (Hon.), D.Sc. (Hon.), B.Sc., F.R.Ae.S., C.C.M.I., would be sworn in as His Excellency the Lieutenant Governor on 13th March 2017. The Bailiff further advised that His Excellency would attend his first meeting of the Assembly on 14th March 2017 and that a formal dinner would be held that same evening to mark the occasion of his arrival.

Ann Alice Rayner Fund: alteration of purpose P.116/2016

THE STATES commenced consideration of a proposition of the Minister for Treasury and Resources entitled Ann Alice Rayner Fund: alteration of purpose' (P.116/2016) and, adopting an amendment of the Minister for Treasury and Resources (P.116/2016 Amd.), agreed that for the words "which has for its object the relief of needy persons", there should be substituted the words "which has for its object the relief of persons in pecuniary need".

THE STATES, resuming consideration of the proposition of the Minister for Treasury and Resources, as amended, agreed to amend the Act of the States dated 27th March 2001 concerning the Ann Alice Rayner Fund by inserting as an additional object in sub-paragraph (a) –

"(3) the making of grants in support of any charitable institution or charitable home other

than one owned and administered by public funds, which has for its object the relief of persons in pecuniary need;".

Arrangement of public business for the present meeting

THE STATES noted that Deputy Montfort Tadier of St. Brelade had informed the Greffier, in accordance with Standing Order 30(2), that his proposition entitled Television Licence Fee: exemption for Jersey residents aged 75 and over' (P.117/2016, lodged "au Greffe" on 4th November 2016) would be deferred from the present meeting.

Draft Opticians (Registration) (Amendment No. 2) (Jersey) Law 201- P.120/2016

THE STATES commenced consideration of the Draft Opticians (Registration) (Amendment No. 2) (Jersey) Law 201- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, commenced consideration of Articles 1 to 7 and, adopting an amendment of the Minister for Health and Social Services, agreed that, after Article 6, there would be inserted the following Article and that the ensuing Articles would be renumbered accordingly –

"7 Consequential amendments

  1. In the following places for the words "ophthalmic optician" there shall be substituted the word "optometrist" –
  1. Royal Court Rules 2004, Rule 17/3(1)(c);
  2. Rehabilitation of Offenders (Exceptions) (Jersey) Regulations 2002, Regulation 5(2)(c);
  3. Medicines (Health Professionals – Exemption) (Jersey) Order 2001, Article 1(5), in the definition "health professional";

THE STATES, adopting a proposition of the Deputy of Grouville entitled Jersey Overseas Aid Commission: re-appointment of Commissioner' (P.121/2016), appointed Mr. Douglas Melville as a non- States Commissioner of the Jersey Overseas Aid Commission until 4th March 2020, in accordance with clause 7.6 of the Constitution of the Jersey Overseas Aid Commission, as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005.
