REPORT

The amendment to Proposition P.39/2016 will enable the Minister for Education to consider the findings and recommendations of the Scrutiny review prior to the lodging of the Medium Financial Plan on 28th June 2016.

The Proposition asks the States to decide whether they are of opinion –

"to request the Minister for Education not to implement proposed changes to Nursery Funding until such time as –

  1. the Education and Home Affairs Scrutiny Panel has fully reviewed the issue and presented its findings and recommendations to the States Assembly; and
  2. the States has considered and endorsed the Minister's proposals."

This amendment will enable the Minister to consider the findings and recommendations of the Scrutiny review, which will be presented to the States Assembly, prior to the lodging of the Medium Term Financial Plan on 28th June 2016.

States members will then have the opportunity to consider and endorse the Minister's proposals at during the Medium Term Financial Plan debate on 27th September 2016.

There are no financial or manpower implications for the States arising from this amendment.
