The Bailiff retired briefly from the Chamber prior to the consideration of the proposition of the Chief Minister entitled Draft Royal Court (Amendment No. 14) (Jersey) Law 201-' (P.43/2016) and the meeting continued under the presidency of Mrs. Lisa-Marie Hart , Deputy Greffier of the States, for the duration of this one item only.
THE STATES commenced consideration of a proposition of Deputy S.M. Wickenden of St. Helier entitled Collective Responsibility Statements: propositions, amendments, comments or statements lodged or submitted by a Minister' (P.40/2016) and, adopting an amendment of Deputy S.M. Wickenden of St. Helier , agreed that in paragraph (a) for the words "proposition, amendment, comments or statement lodged or submitted" there should be substituted the words "proposition lodged"; and after the words "the proposition" the words "or amendment" should be deleted; and on the front cover of the proposition for the words "PROPOSITIONS, AMENDMENTS, COMMENTS OR STATEMENTS LODGED OR SUBMITTED" there should be substituted the words "PROPOSITIONS LODGED".
THE STATES, adopting the proposition of Deputy S.M. Wickenden of St. Helier , as amended, agreed –
- that the Standing Orders of the States of Jersey should be amended to require that any proposition lodged by a Minister should include a statement detailing which Ministers and Assistant Ministers were bound to vote in accordance with collective responsibility in respect of the proposition; and
- to request the Privileges and Procedures Committee to bring forward for approval the necessary amendments to the Standing Orders of the States of Jersey to give effect to the proposal.
