Note: After these amendments, the Proposition would read as follows –
- to request the Minister for Treasury and Resources to allocate additional funds of up to £4.5 million from contingency to the Department of Infrastructure, whilst maintaining current MTFP funding for the Department's Rolling Infrastructure Vote, as and when funds are required within the proposed new Sewage Treatment Works (STW) project for covering of the primary settlement tanks (PST), and for addressing odour issues in the sewerage network, including at First Tower;
- to request the Minister for Infrastructure, in conjunction with Environmental Health, to commission a full independent study into how emissions from the Bellozanne STW and First Tower pumping station affect local residents and businesses, including full consultation with those most affected, and to request the Minister for Treasury and Resources to allocate funds for such a study; and
- to request the Minister for Infrastructure, in conjunction with Environmental Health, to undertake monitoring of odour emissions from the STW and First Tower sites once PSTs at the new STW have been covered and any odour mitigation works required at First Tower have been completed, and to make appropriate provision for the cost of such monitoring in the next and subsequent Medium Term Financial Plans.

The amendments proposed for this Proposition better define the work that is potentially required in the Bellozanne/First Tower area to mitigate odours, and ensure that such work is adequately funded, but not at the expense of the Department's other Capital allocations, in particular, the Rolling Infrastructure Vote.
During the Planning Application process for the new STW at Bellozanne, concerns of local residents have centred on potential odours from the new primary settlement tanks ("PSTs") and, therefore, the proposed amendments focus on this issue at Bellozanne, as well as mitigation of odours at First Tower pumping station, which it is believed may be the source of odour nuisance in the First Tower area, and which may be contributing to odour issues further north at Bellozanne.
First Tower may be a source of odour, as it is the main collection pumping station for the Island and pumps nearly all the Island's wastewater to Bellozanne. As a result, it receives flows from across the Island, most of which is also pumped from approximately 100 other pumping stations, and peak flows are received in the early morning and evening, which correlates with comments of when odours in the area are usually most prevalent.
The Planning Application for the new STW is currently the subject of an appeal by the Department, which is being considered by an independent Planning Inspector from the UK. Therefore, the amendments are proposed on the basis that PSTs in the new works will need to be covered as a result of the Planning Inspector's findings.
Financial and manpower implications
Additional financial implications from this amendment will include the cost of carrying out the independent odour emissions study in the Bellozanne/First Tower area; as under the original Proposition, a source of funding for this work wasn't identified; and for monitoring odour emissions at First Tower after completion of any odour mitigation works, as under the original Proposition only the Bellozanne site was covered. The cost of these works is currently unknown.
There are no manpower implications arising from this amendment.
