Bellozanne Sewage Treatment Works: odour emissions P.115/2017

THE STATES commenced consideration of a proposition of Deputy Andrew David Lewis of St. Helier entitled  Bellozanne  Sewage  Treatment  Works:  odour  emissions'  (P.115/2017)  and,  adopting  an amendment of the Minister for Infrastructure (P.115/2017 Amd.), agreed that –

In paragraph (a) –

  1. after the word "allocate" there should be inserted the word "additional";
  2. after the word "Infrastructure" there should be inserted the words ", whilst maintaining current MTFP funding for the Department's Rolling Infrastructure Vote,";
  3. after the word "required" the words ", to ensure that full attention is given" should be deleted;
  4. for the words "to odour mitigation, include the" there should be substituted the word "for"; and
  5. after the word "(PST)" there should be inserted the words ", and for addressing odour issues in the sewerage network, including at First Tower".

In paragraph (b) –

  1. for the word "Plant" there should be substituted the words "Bellozanne STW and First Tower pumping station"; and
  2. after the words "most affected" there should be inserted the words ", and to request the Minister for Treasury and Resources to allocate funds for such a study".

In paragraph (c) –

  1. after the word "undertake" the word "continuous" should be deleted;
  2. for the word "site" there should be substituted the words "and First Tower sites"; and
  3. for the words "all approved mitigation measures have been implemented" there should be substituted the words "PSTs at the new STW have been covered and any odour mitigation works required at First Tower have been completed".

THE STATES, resuming consideration of a proposition of Deputy Andrew David Lewis of St. Helier , as amended, adopted the proposition and agreed –

  1. to request the Minister for Treasury and Resources to allocate additional funds of up to £4.5 million from contingency to the Department of Infrastructure, whilst maintaining current MTFP funding for the Department's Rolling Infrastructure Vote, as and when funds were required within the proposed new Sewage Treatment Works (STW) project for covering of the primary settlement tanks (PST), and for addressing odour issues in the sewerage network, including at First Tower;
  2. to request the Minister for Infrastructure, in conjunction with Environmental Health, to commission a full independent study into how emissions from the Bellozanne STW and First Tower pumping station affected local residents and businesses, including full consultation with those most affected, and to request the Minister for Treasury and Resources to allocate funds for such a study; and
  3. to request the Minister for Infrastructure, in conjunction with Environmental Health, to undertake monitoring of odour emissions from the STW and First Tower sites once PSTs at the new STW had been covered and any odour mitigation works required at First Tower had been completed, and to make appropriate provision for the cost of such monitoring in the next and subsequent Medium Term Financial Plans.

THE STATES, having been informed by the Chairman of the Education and Home Affairs Scrutiny Panel that, in accordance with the provisions of Standing Order 72(1), he wished to have the Draft Criminal Procedure (Jersey) Law 201- referred to that Scrutiny Panel, agreed that, in accordance with the provisions of Standing Order 72(6), the 2nd reading of the draft Law should be listed to continue on 20th March 2018.
