THE STATES are asked to decide whether they are of opinion

to request the Minister for Health and Social Services to take the necessary steps to introduce, effective from 23:59 on Thursday 8th October 2020, a requirement for all incoming passengers from Green' jurisdictions or regions to self-isolate until receipt of a negative result from their first test for COVID-19.

REPORT

I am grateful for the engagement from Ministers with my proposition and the suggestion

that the change I am advocating should be accepted, from Monday 12th October at 23.59.

However, this is following the news that an additional 10 people have tested positive for COVID-19 and that there are now 31 active cases on the 5th of October on the Island compared to 22 positive cases on 1st of October.

Four weeks ago, there was 1 case of COVID-19 per 816 arrivals; 3 weeks ago it was 1 case per 742 arrivals; 2 weeks ago it was one case per 686 arrivals; last week we were down to 1 case per 221 arrivals.

I am not persuaded that it is safe to wait until next Tuesday morning for the new self- isolation requirement.

I accept that immediate implementation of the new requirement is not necessarily appropriate. People do need time to adjust their plans and the issue of laboratory capacity is also significant. However, from the information provided to Members, on- Island testing will be able to deal with the majority of tests by the end of this week and this would give time for people to adjust. It may be that some people arriving on Friday/Saturday may have to self-isolate for 24 hours or so, but this is a small price to pay for protecting Islanders' health and by the end of the weekend we should have testing turnaround time down to 12 hours.

Consequently, I am bringing forward this amendment to the ministers' amendment, to ensure that self-isolation on arrival, until the result of the first test, comes in from Friday morning.
