2 REPORT

On 1st October 2009, the Minister for Economic Development made a Ministerial Decision delegating certain of his functions under Article 28 of the States of Jersey Law 2005 (MD-E-2009-0177), available at www.gov.je).

The terms of the delegations, and the legislation under which those delegations were made,  were  recorded  in  a  Report  attached  to  the  Ministerial  Decision,  as  shown below –

POWERS OF MINISTER

2  Power of Minister to restrict access to aerodromes

  1. Where it appears to the Minister necessary or expedient so to do, the Minister  may  issue  directions  restricting  access  to any  part  of  any aerodrome and may issue such further directions in connection therewith as the Minister deems appropriate.
  2. The Minister may from time to time direct that certain areas of any aerodrome shall be reserved for special purposes under such conditions and in such manner as the Minister deems appropriate.
  3. If any person contravenes any direction issued by the Minister under this Regulation, he or she shall be liable to a fine of level 4 on the standard scale.

3  Circulation and parking of vehicles

  1. The Minister may from time to time issue such directions as the Minister thinks  fit  regarding  the  circulation  and  parking  of  vehicles  on  any aerodrome, and may make such charges as the Minister thinks fit for the use of any part of an aerodrome set aside for the parking of vehicles.
  2. If any person contravenes any direction issued by the Minister under this Regulation he or she shall be liable to a fine of level 2 on the standard scale.

4  Posting of notices

The Minister shall cause to be posted in prominent positions on aerodromes to which  directions  issued  under  this  Part  relate,  notices  indicating  the requirements  of  such  directions  and,  for  the  purpose  of  indicating  the requirements of directions under Regulation 3, use may be made of traffic signs prescribed under the Road Traffic (Jersey) Law 1956.
