MEETINGS OF THE STATES 2010

REPORT

The Privileges and Procedures Committee is required to fix dates for States meetings for the following year no later than the end of September each year. Standing Orders 3 and 4 read as follows –

3  Sessions of the States

  1. There shall be 2 sessions of the States in each year during which they shall meet.
  2. The 1st session shall start on the 3rd Tuesday in January and end no later than the last Tuesday in July.
  3. The 2nd session shall start on the 2nd Tuesday in September and end no later than the 3rd Tuesday in December.

4  Planning days for meetings of the States

  1. The PPC shall, no later than the end of September in each year, present to the States a list of days for meetings of the States in the 1st and 2nd sessions in the following year.
  2. Ordinarily, a meeting day is a Tuesday.
  3. The list may include continuation days.

The Committee is conscious that many members and others make plans many months in advance and PPC has therefore decided to fix meeting dates for 2010 before the 2009 summer recess. The dates are shown on the attached list.

PPC has previously agreed that, as a matter of principle, States meetings should not take place during the school holidays if at all possible. The proposed dates on the attached list have therefore been drawn up in line with this decision.

In accordance with the requirements of Standing Orders the first meeting of 2010 is on the third Tuesday of January, namely 19th January. The normal fortnightly cycle is disrupted by the February half term and there is therefore a three week gap between the meeting on 2nd February and the next on 23rd February. There is a 4 week gap in April because of the Easter holidays. In late April/early May it is convenient to have an additional week's gap and meet after the first May Bank Holiday as this enables 2 meetings to be scheduled in May in accordance with the usual fortnightly pattern before the half term holiday at the end of the month. The remaining meetings of the first session follow the normal fortnightly pattern although, in recognition of the fact that the last meeting before the summer recess is often a lengthy one, the last meeting in July will start on Monday 19th July and not Tuesday 20th.

The second session begins on the 2nd Tuesday of September, namely 14th, as required by Standing Order 3(3) above. In order to avoid too long a gap because of the October half-term it is proposed that 2 meetings be held in consecutive weeks on 12th and 19th October. In addition there is only a one week gap between the last 2 meetings of the year to avoid running into the school holidays which begin on December 16th.

The 2010 schedule allows for 20 scheduled meetings, which is broadly in line with the usual number in recent years (there are 21 meetings scheduled for 2009).

The meeting on 19th January 2010 will commence at 10.15 a.m. following a service of dedication at St. Helier 's Parish Church at 9.30 a.m. to which all members are invited. All other meetings will begin at 9.30 a.m.

The first meeting of 2011 will be on 18th January 2011.
