REPORT
- In accordance with normal practice, the States Treasurer has included Notes regarding the remuneration of States employees in the Financial Report and Accounts for 2010 (Appendix A).
- In order to provide more information to States Members, the States Employment Board is providing details of the types and numbers of posts to be found within the remuneration bands (Appendix B).
- During 2010, 598 Public Sector Employees earned in excess of £70,000, representing approximately 8.8% of the total Public Sector. These earnings include overtime, standby and other allowances in addition to basic salary. They also include the employer's pension contribution of 15.6% which is applied to basic salary.
- Employees who earn in excess of £70,000 include Senior Civil Servants, Chief Officers, States/Judicial Appointments, Doctors/Consultants/Specialists, Senior Fire, Police and Prison Officers, Head- and Deputy Head-Teachers, Highlands College Management, Law Draftsmen, Legal Advisers, some Nurses, Midwives, Paramedics and one Manual Worker earning high levels of overtime pay. Additionally, 8 Energy from Waste Operations employees and 3 Fire and Rescue employees feature because of one-off lump sums' received in 2010 that will not be repeated, in recognition of changes to their respective pay groups' terms and conditions.
- It should be further noted that the term Civil Servant' includes a number of professions such as States Vet, Official Analyst, Senior Ambulance Officers, Air Traffic Controllers, Meteorologists, Engineers, Accountants, Customs and Immigration Officers, Modern Matrons, Physiotherapists, Pathologists, Microbiologists, Radiologists and Pharmacists.
- From Appendix A, it can be seen that there were 26 additional employees from non-trading departments and 16 additional employees from trading departments earning £70,000+ in 2010 compared with 2009. The overall increase of 42 additional employees is higher than the previous year and this can be attributed to such factors as –
- the pay award of 2% in January 2010,
- the one-off facilitation package' received by the Energy from Waste Operations employees in December 2010,
- the one off facilitation package' received by the Fire and Rescue Service for an Essential Services Agreement in November 2010.
The increase of 26 non-traders is made up of an entry of 82 into, and an exit of 56 out of, the £70,000+ earnings. The 82 employees can be explained as follows –
- 31 employees on account of the 2010 pay award, a revision in salary due to promotion, a revision in contractual hours or through job re-evaluation:

- 23 employees on account of receiving standby, overtime and supplementary payments, (often relating to being on call):

- The salaries of jobs paid over £100,000 (exclusive of pension) in 2010 are shown in Appendix C. These are given in bands of £5,000.00 in accordance with practice in the U.K. Civil Service and with legal advice in relation to the Data Protection (Jersey) Law 2005.

6.3 The one new Chief Officer filled a vacant Chief Officer position. Of the 10 new Civil Servants, 7 filled vacant positions, and of the 5 new Hospital Consultants, 4 filled vacant positions.
- Only 7 of the 8 new Energy from Waste Operations employees have entered the £70,000+ in 2010 because in 2009 one of the employees received over £70,000 due to overtime worked in 2009.
- Of the 13 Civil Servants in trading departments, 7 received a buy-out payment to remove their shift allowance and 4 received overtime payments for bank holidays and additional hours to undertake training necessary to complete the new Air Traffic Control Tower.
- The 2 new Civil Servants in trading departments filled 2 vacant posts.
