REPORT
Background
The Jersey Advisory and Conciliation (Jersey) Law 2003 provides that the Board of the Jersey Advisory and Conciliation Service (the JACS Board') shall consist of not more than 7 members who must not be members of the States. The Law also provides that new members must be selected and appointed by the Board, subject to the approval of the Minister, and the Minister must inform the States of any such appointment.
Membership
Mr. Thomas Slattery, currently Chairman, will retire from the Board effective from 18th September 2014. Mr. Edmund Daubney will retire from the Board effective from 31st July 2014. Mrs. Julie Crabtree resigned from the Board effective from 27th June 2013.
The following members will remain on the Board –
– Mrs. Sarah Beirne – Chairman designate
– Mrs. Allison Mellor
– Mr. Craig Channing
– Advocate Zoë Blomfield.
Recruitment
The 3 positions on the Board were advertised in the Jersey Evening Post in May 2014 and an open recruitment process was undertaken which was overseen by the Appointments Commission. Interviews were held on 10th July 2014 by a panel consisting of Professor Edward Sallis representing the Appointments Commission, and Mr. Slattery and Mrs. Beirne representing the JACS Board. Three new members were proposed for appointment to the JACS Board –
– Mrs. Donna Abel, Chief Human Resources Officer for the Channel Islands Co-operative Society Limited
– Mr. James McCormack, Finance Director of JJ Fox Trading Ltd
– Mrs. Lynda Vautier, Director and Shareholder of FML Trust & Corporate Services.
It is considered that the proposed new members will bring valuable knowledge and experience to the JACS Board.
The Minister for Social Security has approved the appointments and the Board will appoint the members, each for a 4 year term, effective from 18th September 2014. The Minister would like to thank the retiring Chairman and members for their contribution to the JACS Board as well as the current members for their continued commitment to JACS.
