REPORT

In accordance with Article 30A of the States of Jersey Law 2005, the Chief Minister is required to establish, maintain and publish a list of Ministers and Assistant Ministers and the functions exercisable by each of them and by the Chief Minister personally.'

The details are provided below, noting the following –

  • As well as any particular delegated responsibilities assigned to Assistant Ministers, Assistant Ministers undertake a general role advising their Ministers.
  • Government sponsors and supports a wide range of bodies to deliver, to provide oversight, and to regulate functions. The bodies are not individually outlined in this report and, as a general rule, emanate from the policy and operational functions discharged by Ministers, which are listed.
  • To improve efficiency and the co-ordination of policies and services, in some cases, a number of Ministers are supported by a single Department. The Department which provides the primary support for a Minister is outlined in relation to each Minister.
  • A full listing of Ministers and Assistant Ministers; a full listing of ministerial oversight groups to co-ordinate policy and delivery; and a full listing of States Departments, are also listed as Appendices 1, 2 and 3 to this Report.

The Chief Minister

The Chief Minister, Senator I.J. Gorst , is the Chairman of the Council of Ministers, and therefore has responsibility for co-ordinating the functions of the Council of Ministers, including chairing various ministerial oversight groups to facilitate this.

The Chief Minister also has particular responsibility for a range of functions, including –

  • Strategic and Long-Term Planning, including population policy
  • States Employment Board
  • Constitutional affairs, including safeguarding human rights, constitutional reform, and strengthening democracy
  • Justice policy and resources, and legal services
  • Co-ordinating social policy, including third sector development, the Safeguarding Partnership Board, and regulation of care
  • Freedom of Information and Data Protection policies
  • Financial services and digital sector, competition and innovation policies
  • Conducting external relations in accordance with the Council of Ministers' common policy, acting concurrently with the Minister for External Relations
  • Providing corporate services, including Human Resources, Information Services, and Law Drafting, and providing support to the statistical function.

Senator A.K.F. Green, M.B.E., has been appointed Deputy Chief Minister.  There are 2 Assistant Ministers to the Chief Minister, who have responsibility in the following areas –

  • Senator P.F. Routier, M.B.E., for supporting the Chief Minister and Council of Ministers to secure a range of high-quality community services and policies to promote  social  inclusion;  to  develop  and  apply  population  and  migration policies; in relation to Freedom of Information and Data Protection policies; and supporting work to promote access to justice.
  • Senator P.F.C. Ozouf , for the financial services industry, the digital sector, and promoting competition and innovation, to increase the performance of the local economy  to  help  deliver  sustainable  public  finances  and  improve  job opportunities.

The Chief Minister is supported by officers from across Departments, but in particular, by officers of the Chief Minister's Department and the Department for Community and Constitutional Affairs.

The Minister for Economic Development, Tourism, Sport and Culture

The  Minister  for  Economic  Development,  Tourism  Sport  and  Culture,  Senator L.J. Farnham , has responsibility for a range of functions, including –

  • Tourism and hospitality
  • Sports
  • Culture
  • Retail
  • Construction
  • Rural Economy and Agriculture
  • Enterprise, including Jersey Business Limited
  • Securing and supporting inward investment and high-value residency, including Locate Jersey
  • Air and Sea Transport Policy
  • Regulation of business activities, including gambling and liquor licensing
  • Channel Islands Lottery.

There are 2 Assistant Ministers for Economic Development, Tourism Sport and Culture, who have delegated responsibility in the following areas –

  • Connétable S.W. Pallett of St. Brelade for Sport, the Beach Lifeguard Service, and liquor licensing
  • Deputy M.J. Norton of St. Brelade for Culture, Trading Standards, and the Channel Islands Lottery.

The Minister for Economic Development, Tourism Sport and Culture is supported by officers from the Department for Economic Development, Tourism, Sport and Culture.

The Minister for Education

The Minister for Education, Deputy R.G. Bryans of St. Helier , has responsibility for a range of functions, including –

  • Pre-School Education
  • Child Care Registration
  • Schools and Colleges
  • Private School Registration
  • Higher Education
  • Skills.

There are 2 Assistant Ministers for Education –

  • Senator Sir P.M. Bailhache
  • Connétable S.W. Pallett of St. Brelade .

The Minister for Education is supported by officers from the Department for Education. The Minister for the Environment

The Minister for the Environment, Deputy S.G. Luce of St. Martin , has responsibility for a range of functions, including –

  • Planning
  • Environmental Protection and Management
  • Marine Environment and Sea Fisheries
  • Building Control
  • Historic Environment
  • Veterinary Services
  • Meteorological Services
  • Ensuring buildings are designed and constructed to safe and environmentally sound standards.

There is one Assistant Minister for the Environment –

  • Connétable S.W. Pallett of St. Brelade .

The Minister for the Environment is supported by officers from the Department for the Environment.

The Minister for External Relations

The Minister for External Relations, Senator Sir P.M. Bailhache , has responsibility for a range of functions, including –

  • The conduct of the Island's external relations, acting concurrently with the Chief Minister and in accordance with the common policy agreed by the Council of Ministers
  • International Taxation Agreements
  • United Nations Measures and international sanctions
  • Air navigation and aviation security
  • Nuclear safeguards – International Agreements.

There is no Assistant Minister for External Relations.

The Minister for External Relations is supported by officers of the Ministry for External Affairs, currently forming part of the Chief Minister's Department.

The Minister for Home Affairs

The Minister for Home Affairs, Deputy K.L. Moore of St. Peter , has responsibility for a range of functions, including –

  • Criminal Justice and Community Safety Policy
  • Political oversight of the States of Jersey Police
  • States of Jersey Fire and Rescue Service
  • States of Jersey Prison Service
  • Jersey Customs and Immigration Service (JCIS)
  • Jersey Field Squadron (Jersey's Territorial Army Unit)
  • Office of the Superintendent Registrar
  • Emergency Planning.

There is one Assistant Minister for Home Affairs –

  • Connétable D.W. Mezbourian of St. Lawrence (with delegated responsibility for the Jersey Customs and Immigration Service; the States of Jersey Fire and Rescue Service; and the Office of the Superintendent Registrar).

The Minister for Home Affairs is supported by officers of the Department for Community and Constitutional Affairs.

The Minister for Health and Social Services

The Minister for Health and  Social Services, Senator A.K.F.  Green, M.B.E., has responsibility for a range of functions, including –

  • Hospital Services
  • Community and Social Services, including Children and Adult Services and Mental Health Services
  • Public Health , including wider government health policies
  • Environmental Health
  • Ambulance Services
  • Therapy and Rehabilitation Services.

There are 2 Assistant Ministers for Health and Social Services, who have delegated responsibility in the following areas –

  • Connétable J.M. Refault of St. Peter (for Hospital and Ambulance Services). He may also deputise for the Minister for Health and Social Services in his absence.
  • Deputy P.D. McLinton of St. Saviour (for mental health services).

The Minister for Health and Social Services is supported by officers of the Department for Health and Social Services.

The Minister for Housing

The Minister for Housing, Deputy A.E. Pryke of Trinity , has responsibility for a range of functions, including –

  • Promoting and applying a broad range of housing policies, including access to social housing
  • Policies to support affordability and to promote home ownership
  • Policies to improve housing standards
  • Championing the supply of homes.

There is no Assistant Minister for Housing.

The Minister for Housing is supported by officers of the Department for Community and Constitutional Affairs, in particular, the Strategic Housing Unit.

The Minister for Infrastructure

The Minister for Infrastructure, Deputy E.J. Noel of St. Lawrence , has responsibility for a range of functions, including –

  • On-Island transport policy
  • Waste management and recycling
  • Public property and spaces
  • Sea defences
  • Roads
  • Footpath and land management
  • Public  space  and  amenity  cleaning,  including  beaches,  streets,  public  toilets, promenades
  • Parks and Gardens.

There is one Assistant Minister for Infrastructure –

  • Deputy R.J. Rondel of St. Helier .

The  Minister  for  Infrastructure  is  supported  by  officers  of  the  Department  for Infrastructure.

The Minister for Social Security

The Minister for Social Security, Deputy S.J. Pinel of St. Clement , has responsibility for a range of functions, including –

  • Contribution, benefit and pension schemes
  • Back to Work' programme, including people with special employment needs
  • Employment and discrimination legislation
  • Health and Safety legislation.

There is one Assistant Minister for Social Security –

  • Deputy  G.J. Truscott  of   St. Brelade  (with  delegated  responsibility  for  the Back to Work' programme, supporting entitled' and entitled to work' people into work).

The Minister for Social Security is supported by officers of the Department for Social Security.

The Minister for Treasury and Resources

The Minister for Treasury and Resources, Senator A.J.H. Maclean, has responsibility for a range of functions, including –

  • Public  Finances,  including expenditure  plans, tax  policies  and  collection, and financial governance
  • Shareholder functions for States-owned entities
  • Shared financial services, including investments, pensions, payroll, payments and income collection, and corporate procurement.

There is one Assistant Minister for Treasury and Resources –

  • Connétable  J.M.  Refault  of   St. Peter  (with  delegated  responsibility  for shareholder functions).

The Minister for Treasury and Resources is supported by officers of the Department for Treasury and Resources.

Notes:

A transfer of responsibilities took place on 1st January 2016, such that –

  1. The "Department for Community and Constitutional Affairs" was created from what previously comprised the Home Affairs Department, Strategic Housing Unit, and parts of the Chief Minister's Department.
  2. Responsibilities  for  Sport  and  Culture  were  merged  with  Economic Development to form the Department for Economic Development, Tourism, Sport and Culture.
  3. Digital,  innovation,  and  competition  responsibilities  moved  to  the  Chief Minister's Department.
  4. Jersey Property Holdings moved to join the former Transport and Technical Services Department to create a new "Department for Instructure".
  5. These changes in departmental names do not change the underlying branding of individual services, such as the "States of Jersey Prison Service" or "Strategic Housing Unit". Also, departmental branding and signage will only be changed as and when orders would be placed in any event, i.e. additional cost will not be incurred as part of these changes.
