REPORT

Background

The Jersey Advisory and Conciliation (Jersey) Law 2003 provides that the Board of the Jersey Advisory and Conciliation Service (the "JACS Board") shall consist of not more than 7 members who must not be Members of the States. The Law also provides that new members must be selected and appointed by the Board, subject to the approval of the Minister for Social Security, and the Minister must inform the States of any such appointment.

Membership

The current JACS Board membership is as follows:

- Mrs. Sarah Beirne – Chairman

- Mrs. Allison Mellor

- Advocate Zoe Blomfield

- Mr. James McCormack

- Mrs. Lynda Vautier

- Mrs. Donna Abel.

Recruitment

A vacancy for a JACS Board member was advertised in the Jersey Evening Post, in the Bailiwick Express and on the JACS website in December 2016. JACS consulted with the  Jersey  Appointments  Commission  and  was advised  that JACS  could  proceed without a Commission presence as long as an open recruitment process was undertaken. Candidates were interviewed on 1st and 6th February 2017 by a Panel consisting of Mrs. Beirne and Advocate Blomfield.

The following new member was selected for appointment to the JACS Board after interview:

- Mrs. Sara Collins, Police Inspector, States of Jersey Police Force.

The Panel considered that Mrs. Collins would bring valuable knowledge and experience to the JACS Board. Mrs. Collins has received approval from her Chief Officer to accept the appointment.

The Minister for Social Security has approved the appointment, and the Board has appointed Mrs. Collins for a 4-year term, effective from 3rd March 2017. The Minister would like to thank the Chairman and Board members for their continued commitment to JACS.
