REPORT

The constitution of the Jersey Community Relations Trust ("the Trust") provides that the Committee of Trustees shall comprise an independent Chairman (who is not a States Member), a Member of the States of Jersey who is committed to the objectives of the Trust, and a further 5 Trustees who are not States Members, and who are appointed by the existing Trustees. The Chairman and States Member are appointed by the Minister for Home Affairs.

Before appointing the Trustee who is a Member of the States, the Minister is required to provide at least 15 days' notice to the Assembly of the intention to make the appointment. Trustees are ordinarily appointed for a period of 4 years, and in the case of the Member of the States, the appointment would be for a period of 4 years, or for as long as they remain a Member of the States, whichever shall be the shorter period.

R.184/2014 confirmed the appointment of Deputy L.M.C. Doublet of St. Saviour as a Trustee. Deputy Doublet has served in this role since 6th January 2015. I am grateful to Deputy Doublet for her contribution to the work of the Trust over the past 4 years.

As  part  of  the  process  to  appoint  a  States  Member  as  a  Trustee  effective  from 6th January 2019, I wrote to all States Members by e-mail on 18th November 2018 requesting expressions of interest from Members who wished to serve as a Trustee. This note confirmed that Deputy Doublet was eligible for re-appointment and had indicated that she wished to continue as a Trustee.

No  further  expressions  of  interest  were  submitted  by  the  requested  deadline  of 3rd December 2018, and none have been received in the intermittent period leading to the presentation of this Report.

During her first term as a Trustee, Deputy Doublet has demonstrated that she is committed to the objectives of the Trust. Accordingly, I now confirm my intention to re-appoint Deputy Doublet as a Trustee of the Jersey Community Relations Trust for a further 4-year period, or until such time as Deputy Doublet leaves the States, whichever shall be the shorter period.
