REPORT

Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.

Background

It has been agreed that a number of services which had been previously commissioned by HCS were better aligned with the current strategic policy priorities within the CLS department, for example in respect of homelessness and disability. It was therefore agreed that it would appropriate to transfer responsibility for these to ensure critical services are delivered in a co-ordinated way. These services are currently commissioned by the Government of Jersey and delivered by 3rd party charitable sector organisations. Responsibility transferred  to  CLS  from  1  January and  the  budget  requires  to  be transferred. This is in respect of the following services / contracts:

Shelter Trust Grant  £1,143,580 Refuge  £ 215,322 Relate  £ 34,303 CAB   £ 271,015 Call / Check  £ 102,799

Total   £1,767,019

There are no staffing implications associated with this transfer.

The HCS expenditure budget is to reduce by £1,767,019 in 2021 and the CLS budget to increase by the same amount.

This decision does not change the total amount of expenditure approved by the States in the Government Plan 2021-2024 and the transfer will be reflected in the next Government Plan 2022-2025 cash limits.
