REPORT

Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.

Background

The Replacement Assets & Minor Capital Head of Expenditure is the funding source that ensures that the mechanical and electrical items of plant that keep essential services operating can be replaced when they stop working. This includes sewage pumping stations and  the sewage treatment works. The funding also ensures that waste is successfully disposed of at the Energy Recovery Facility. Without funding in place at appropriate levels, there is risk that the key equipment providing basic human needs may fail.

The allocations required to keep this key equipment operating in a typical year totals some £4,500,000. In 2021, an allocation of £3,500,000 was approved in the Government Plan. In order to ensure that key services are maintained, it is proposed to transfer £750,000 of funding from the less critical area of Foul Sewer Extensions to support Replacement Assets and Minor Capital.
